اعتماد الجماعات المحلية على اللامركزية الجبائية لتمويل الميزانية

Abstract

تعتبر الجماعات المحلية القاعدة الأساسية التي تبني عليها الدولة أسسسها ولتحقيق مختلف أهدافها الاقتصادية والاجتماعية والقانونية والسياسية لابد لها من مصادر تمويل داخلية وخارجية مستقلة عن ايرادات الدولة ، حيث تعتبر الضرائب أهم مورد في تمويل ميزانيتها والتي تتكون من مجموعة الضرائب والرسوم التي تحصل لفائدة البلديات والولايات والصناديق المشتركة للجماعات المحلية حيث تفرض هذه الضرائب من طرف السلطة التشريعية والتي تتكفل السلطة التنفيذية بوضع كافة الأحكام التي لها علاقة بالتشريع الضريبي بعد المصادقة عليها من طرف السلطة التشريعية، لذا يمكن القول أن الإيرادات الجبائية من أهم المصادر التمويلية للجماعات المحلية إذا تم مقارنتها مع الإيرادات غير جبائية لهذا لابد من الإهتمام بهذا النوع من المداخيل من خلال اعادة النظر في النظام الجبائي المحلي الحالي ومحاولة تطبيق أسس نظام اللامركزية الجبائية في تمويل ميزانية الجماعات المحلية وفق توجه الإقتصادي الجديد للدولة. Abstract: Local groups are considered the basic base on which the state builds its foundations and to achieve its various economic, social, legal and political objectives, they must have internal and external sources of financing independent of state revenues, as taxes are the most important resource in financing their budget, which consists of a set of taxes and fees that are collected for the benefit of municipalities, states, and mutual funds. For local groups As these taxes are imposed by the legislative authority, which ensures that the executive authority puts all the provisions related to tax legislation after approval by the legislative authority, so it can be said that tax revenues are one of the most important sources of financing for local groups if they are compared with non-tax revenues Paying attention to this type of income by reviewing the current local tax system and trying to apply the foundations of the fiscal decentralization system in financing the budget of local groups in accordance with the state's new economic orientation.
