تحديث تسيير المؤسسات الإستشفائية العمومية وعلاقته بجودة الخدمات الصحية

Abstract

ملخص إن المؤسسات الصحية من أهم الم ا رفق الحيوية التي تعتمد عليها الدولة لتحقيق سياستها الإجتماعية في مجال الخدمات الصحية، ونظ ا ر لتميز نشاطاتها بالطابع الإنساني والأخلاقي والإجتماعي، أصبح من الضروري البحث عن سبل للإرتقاء بها إلى مستوى التحديات التي تفرضها الحاجة العامة التي تت ا زيد بإستم ا رر من جهة وضرورة التكيف مع التحولات الإقتصادية والتكنولوجية، وهذا لا يتم إلا من خلال إحداث تغيير أساسي وجوهري في تسيير أنظمتها، حيث يكون التغيير بالإستثمار في تكوين الإطا ا رت المسيرة لخلق ديناميكية جديدة يمكن من خلالها ترسيخ ثقافة تسيير حقيقية لدفع المسير إلى البحث عن فعالية المؤسسة الإستشفائية بإستعمال أمثل للموارد البشرية وترقيتها وتسيير إست ا رتيجي للقد ا رت وتجنيدها لتحقيق جودة في خدماتها الصحية. لقد جاءت هذه الد ا رسة كمحاولة لتوضيح العلاقة بين عصرنة تسيير المؤسسات الاستشفائية العمومية وجودة الخدمات الصحية، وذلك من خلال توزيع نوعين من الاستما ا رت، الأولى موجهة الى مسيري المؤسسة الاستشفائية العمومية ببوفاريك، و الثانية موجه إلى المستفدين من الخدمات . الصحية، وقد تم تحليل بياناتها باستخدام أساليب الإحصاء الوصفي والتحليل نسخة 22 لقد أبرزت هذه الد ا رسة من خلال التحليل الإحصائي ومعاملات الارتباط أن نظام التسيير المعتمد في المؤسسة الاستشفائية العمومية ببوفاريك لايتصف بممي ا زت الحداثة، وتوصلنا إلى نتيجة مفادها وجود علاقة بين جودة الخدمات الصحية ونظام التسيير المعتمد، حيث كلما تميز نظام التسيير بالعصرنة كلما كان لذلك أثر إيجابي على جودة الخدمة الصحية. الكلمات المفتاحية تسيير المؤسسات، تحديث التسيير، المؤسسات الاستشفائية، الخدمات الصحية، جودة الخدمة الصحية.Abstract Hospital institutions are considered to be of the most vital facilities that the state rely on to achieve its social policy in the field of health services ,and due to the excellence humanitarian activities, which have moral and social nature.It has become necessary to search for ways to bring health institutions up to the level of the challenges posed by the general need which are constantly increasing on the one hand and the need to adapt the economic and technological, on the other hand, and this can only be achieved through a fundamental and substantial change in the conduct of their systems. So the changes is investing in the formation of the rally in order to create a new dynamic in which to establish a real running culture and push the managers to look for the effectiveness of the hospital institution by using the best for human resources and upgraded and conductstrategic capabilities and recruited to achieve quality in health services. This study was an attempt to clarify the impact of the modernization of the management of public hospital institutions on the quality of health services, through the distribution of two types of forms, the first was addressed to the managers of the public hospital institution of Boufarik, and the second is addressed to the beneficiaries of health services. The data of this research has been analyzed using the methods of Descriptiveanalysis statistics and analysis copy 20. This study has highlighted through statistical analysis and transaction link that adopted in the public hospital institution Boufarikis not of modern management system, and we came to the conclusion that the existence of a relationship between the quality of health services and the system of governance adopted, whenever excellence management system is adopted whenever a positive impact on the quality of health service.
