المستخلص
يُحظى موضوع التمويل الخارجي بأهمية بالغة في العلاقات الاقتصادية الدولية نظراً للدور الذي يلعبه في معالجة النقص في رؤوس الأموال اللازمة للاستثمار وتمويل عمليات التنمية الاقتصادية. فالاقتصاد العالمي يتشكل من دول حققت فوائض مالية وتبحث عن فرص لتوظيفها، ودول تعاني من عجز في مواردها المحلية وتبحث عن موارد خارجية لتغطية هذا العجز. وعلى قدر الحاجة إلى مصادر خارجية للتمويل تتحدد العلاقة بين الاقتصاد الدائن والاقتصاد المدين.
ومن الخصائص الجوهرية للدول النامية هي نقص معدلات الادخار المحلي من جهة، وافتقارها إلى التطور التكنولوجي والإطارات الكفؤة للتسيير من جهة أخرى، الشيء الذي أضر بعملية التنمية الاقتصادية ودفعها إلى اللجوء إلى التمويل الخارجي. والجزائر من الدول النامية التي اعتمدت على التمويل الخارجي لتمويل نفقاتها الضخمة التي فاقت حجم الإيرادات الحكومية المتاحة. فمن المعروف أن الجزائر دولة تعتمد على قطاع النفط بامتياز، وأي تغير معاكس في الأسعار ينقل أثره السلبي على إيرادات الاقتصاد، ومن ثم تزيد حاجته إلى التمويل الخارجي. فقد كان لأزمة النفط لعام 1986 على إثر تهاوي أسعار النفط في الأسواق العالمية بالغ الأثر على الاقتصاد وحاجته لمصادر خارجية لسد فجوة الموارد المحلية.
ونظراً لأن الأدبيات الاقتصادية تشيد بالدور الذي يؤديه التمويل الخارجي في سد الفجوة بين الادخار والاستثمار، ومعالجة العجز على مستوى ميزان المدفوعات، والمساهمة في معالجة الاختلال الهيكلي الذي تعاني منه الاقتصادي والمضيفة، ارتأينا متابعة مدى استفادة الجزائر من التمويل الخارجي الذي اعتمدت عليه بصفة كبيرة خلال عقد التسعينات، ومدى تمكنها من تحقيق المزايا السابقة الذكر. لذلك جاء هذا البحث يستعرض تجربة الجزائر في تمويل التنمية الاقتصادية بالاعتماد على مصادر خارجية للتمويل خلال الفترة (1990 - 2016).

External financing is an object of primary importance in international
economic relations because of the role it plays in handling deficiencies in
the capital needed for investment and in financing economic development
projects. World economy is based on the shift of capital between two kinds
of countries: those that have made budgetary surpluses and look for
opportunities to use them, and those that suffer from deficits in their
internal resources and seek external resources to cover these deficits. The
relationship between the creditor and debtor economies is determined by
such need for external sources.
Among the key features of developing countries is the lack of
domestic savings rates on the one hand, and being short of technological
development and skilled managers on the other hand. This has slowed
down the process of economic development in these countries and forced
them to resort to external financing. Algeria is a developing country that
has relied on external financing to fund its expenditures that exceeded
revenues available to the government. It is well-known that the Algerian
economy is dependent on the hydrocarbon sector par excellence, and
therefore any adverse change in prices has a negative impact on the
economy revenues, and subsequently, the need for external finance
becomes more imperative. It is noted that the oil crisis of 1986, represented
in the fall oil prices in world markets, had induced a profound impact on
the economy and its need for external financing to fill the domestic
resource gap.
All economic doctrines confirm that external financing is important
in order to establish the difference between savings and investment, address
the deficit in the balance of payments, and contribute to remedy structural
imbalances experienced by host economies. Due to these reasons, we
decided to examine, first, the extent to which Algeria has benefited from
external funding, and, second, the extent to which it was enabled to achieve
all the aforementioned virtues. Since it adopted this policy at large during
the nineties, this research reviews the Algerian experience in funding
economical development based on external funding resources during the
period from 1990 until 2016.
