تطبيقات التحول الرقمي كآلية لعصرنة خدمات الإدارة العمومية

Abstract

ملخص: تهدف هذه الدراسة إلى التعرف على دور تطبيقات التحول الرقمي في تغيير أساليب عمل المؤسسات وتطوير تقديم الخدمات العمومية بها، وعلى هذا الأساس تم طرح الإشكالية المتمثلة في "إلى أي مدى يمكن لتطبيقات التحول الرقمي أن تساهم في عصرنة الخدمة العمومية بالمؤسسات الجزائرية بصفة عامة؟ وبوزارة التعليم العالي والبحث العلمي على وجه الخصوص؟"، ولتحقيق أهداف هذه الدراسة اعتمدنا المنهج الوصفي التحليلي واستخدمنا الاستبيان كأداة للدراسة وقمنا بتوزيعه على عينة مكونة من 222 موظفاً من مجموع مجتمع الدراسة المكون من 825 موظفاً بوزارة التعليم العالي والبحث العلمي لجمع البيانات مع الاستعانة ببرنامج SPSS لتحليلها، وتوصلت الدراسة إلى عدة نتائج أهمها:

يقوم التحول الرقمي بدمج التكنولوجيا الرقمية في عملية تحويل الخدمات العمومية الورقية التقليدية إلى خدمات إلكترونية عصرية.

وجود علاقة طردية لأبعاد التحول الرقمي على تفعيل عصرنة الخدمة العمومية.

كما أوصت الدراسة بـضرورة العمل على تطوير البنية التحتية التكنولوجية بالدولة الجزائرية مع إقامة دورات تدريبية للموظفين حول المهارات الرقمية لعصرنة الخدمة العمومية.

الكلمات المفتاحية: تحول رقمي، عصرنة، خدمة عمومية، وزارة التعليم العالي، الجزائر.الملخص: This study aims to recognize the role of digital transformation applications in changing of business methods of entreprises and developing the provision of public service, by posing the problematic of 'How can digital transformation applications contribute to the modernisation of the public service of Algerian institutions in general? And at the Ministry of Higher Education and Scientific Research in particular?", in order to achieve the objectives of this study, we adopted the analytical descriptive method and used the questionnaire as a study tool. We distributed it to a sample of 222 employees of the population of the total study of 528 employees of the Ministry of Higher Education and Scientific Research for data collection with the use of the SPSS program for analysis. The study revealed several results, including the most important : Digital transformation integrates digital technology into the transformation process of traditional paper-based utilities into modern electronic services, -the existence of an exclusive relationship to the dimensions of digital transformation on the activation of public service modernization. The study also recommended : - the need to develop the technological infrastructure of the Algerian state and set up training courses for employees on digital skills in order to improve public service.
