دور رأس المال المخاطر في تمويل المؤسسات الصغيرة والمتوسطة

Abstract

الملخص تتميز أنشطة المؤسسات الصغيرة والمتوسطة بإمكانية تحقيق نمو مرتفع يصاحبه مستوى عالٍ من المخاطر، وهذا ما يمنعها من الحصول على التمويل اللازم من المؤسسات المصرفية. وعليه، كان لزاماً دراسة أنسب أساليب التمويل والذي يُعرف بـ "رأس المال المخاطر" (Venture Capital). وقد تمحورت مشكلة الدراسة حول التساؤل التالي: "هل يمكن لمؤسسات رأس المال المخاطر المساهمة في تنمية المؤسسات الصغيرة والمتوسطة في الجزائر؟"، وتتمثل الدوافع الرئيسية لاختيار هذا الموضوع في الرغبة في التأكد من قدرة مؤسسات رأس المال المخاطر على إرساء وتطوير نسيج المؤسسات الصغيرة والمتوسطة في الجزائر.

وتكمن أهمية الدراسة في تحليل نشاط مؤسسات رأس المال المخاطر وتحديد دورها في دعم وترقية المؤسسات الصغيرة والمتوسطة كبديل تمويلي يمكن أن يسهم في تطوير الاقتصاد الجزائري. وقد أُسقطت الدراسة على الحالة الجزائرية، حيث نُقشت في فصلين نظريين وفصل تطبيقي، مع استخدام المنهج الوصفي والتحليلي، بالإضافة إلى منهج دراسة الحالة.

اعتمدت الدراسة على مجموعة من المقالات والكتب والصحف وغيرها بلغات مختلفة، بهدف تحديد دور رأس المال المخاطر في إنشاء المؤسسات والارتقاء بها لتصبح مشاريع اقتصادية حديثة.

وتُعد من أبرز نتائج البحث أن مؤسسات رأس المال المخاطر قد حققت نتائج إيجابية بشكل خاص على المستوى الدولي، لا سيما في ظل وجود مشاريع ابتكارية تتمتع بمستوى من الكفاءة والخبرة لدى مسيريها؛ غير أننا نجد أن حجم المؤسسات المُمولة في الجزائر من قِبل مؤسسات رأس المال المخاطر يظل متواضعاً، وذلك بسبب غياب مشاريع كفؤة وابتكارية، على الرغم من الجهود المبذولة من قِبل السلطات الحكومية.Abstract The SME Activity characterized by the possibility of high growth with high level of risk, and this is why it prevented from obtaining the necessary funding from the banks institutions, so it was necessary to study the most appropriate funding method, which named venture capital, so the study problem was about, "if is it possible for the instututions of venture capital to contribute in the development of small and medium enterprises in Algeria?", and the main reason for choosing this subject, is the desire to ensure the ability of venture capital Foundation to create the texture of small and medium enterprises in Algeria. The importance of the study includes to analyze the activity of the venture capital Foundation and determine their role to support and promote the small and medium enterprises as an alternative funding, which can contribute to the development of the algerian economy. So the study was dropped on Algeria, where it discussed in two theoretical chapters and a paratical one, with using both descriptive approach and analytical, In addition to the case study method. The study used a collection of articles and books, newspapers and other, in different languages, in order to determine the role of venture capital in the creation of enterprise and upgraded it to modern economic projects. The most important findings of the research is that the venture capital Foundation have achieved particularly positive results at the international level, if there is unity innovative projects with a level of competence and experience of their managers, but we find the volume of entreprises financed in Algeria by the venture capital institutions is modest, because of the absence of efficient and innovative projets, despite the efforts of the government authorities.
