| dc.description.abstract | If we imagine ancient primitive life as being based on a multiplicity of individuals without any link between them to each other, we cannot imagine the establishment of a society, as the latter can only exist with two basic elements: the first element is the element of individuals as multiple units, and the second element is the relation that unites or links them. Based on the above, it can be said that the family is the first cell of society, or it is the smallest form of the human group, which is al l linked to each other through the existence of individuals, to form what is called the state. The first pillar of the state is the people, in addition to the regions and authorities. With the existence of states, their differences, and the intersection of their interests and their interconnectedness too, the name of international community appears as being composed of the connection between the basic units (states). However, this concept was found to be contrary to it in considering that the individual is the basic unit of the international community, which resulted in the necessity of recognizing human rights away from all its affiliations and belongings, so the law of the international community came to balance these units and preserve, on the one hand, the rights of individuals as individuals, as well as the interests of states / Dr. A.
