دور تكنولوجيا المعلومات والإتصال في تفعيل عملية التحول من طرق الإدارة التقليدية إلى الإدارة الإلكترونية في ظل تحديات عصر المعرفة

Abstract

مستخلص:هدفت هذه الدراسة إلى معرفة الدور المحوري الذي تؤديه تكنولوجيا المعلومات والاتصال في تفعيل وتسريع عملية التحول من أنماط الإدارة التقليدية إلى الإدارة الإلكترونية بمديرية الخدمات الجامعية -جيجل- بما يواكب متطلبات وتحديات عصر المعرفة. ومن أجل تحقيق هذا الهدف، فقد تم المزج بين المنهجين الكمي والكيفي من خلال استخدام المنهج الوصفي التحليلي، والاعتماد على أدوات البحث المتمثلة في الملاحظة، المقابلة، والاستبيان. وقد تم جمع البيانات من خلال توزيع الاستبيان على عينة مكونة من 72 موظفاً.وبعد معالجة البيانات بالاعتماد على الحزمة الإحصائية للعلوم الاجتماعية ($SPSS \, V26$)، تم تحليل ومناقشة النتائج؛ حيث خلصت الدراسة إلى عدة نتائج أهمها: توفر عناصر تكنولوجيا المعلومات والاتصال بمختلف مكوناتها (من حواسيب ولواحقها، برمجيات وتطبيقات، قواعد بيانات، شبكات ووسائل اتصال رقمية، وموارد بشرية مؤهلة) بشكل متوسط. كما مكنت تكنولوجيا المعلومات والاتصال من تطوير وظائف الإدارة الإلكترونية بمديرية الخدمات الجامعية جيجل.الكلمات المفتاحية: تكنولوجيا المعلومات والاتصال، إدارة إلكترونية، تخطيط إلكتروني، تنظيم إلكتروني، قيادة إلكترونية، رقابة إلكترونية.Abstract: This study aimed to identify the pivotal role played by Information and Communication Technology (ICT) in activating and accelerating the transition from traditional management patterns to electronic management at the Jijel University Services Directorate, in keeping with the requirements and challenges of the knowledge era. To achieve this objective, a combination of quantitative and qualitative approaches was employed using a descriptive-analytical method, employing observation, interviews, and questionnaires as data collection tools. Data was collected by distributing a questionnaire to a sample of 72 employees. After processing data using the Statistical Package for the Social Sciences (SPSS V26), the results were analyzed and discussed, leading to several important findings, the most important of which are Information and communication technology requirements are available, including computers and peripherals, software and applications, databases, networks, digital communication tools, and moderately qualified human resources. Information and communication technology has also enabled the development of e-administration functions at the Jijel University Services Directorate.
