الصناعة النفطية ودورها في التنمية الإقتصادية في الجزائر

Abstract

الملخص

يعد قطاع النفط المحرك الأساسي لعملية التنمية الاقتصادية والاجتماعية، وذلك بحكم الدور الذي يمكن أن يقوم به النفط في هذا المجال في كونه يقدم رأس المال اللازم لتنفيذ المشاريع الإنمائية ويوفر الطاقة الضرورية للتنمية، ولا سيما في النشاطات والصناعات التي تحتاج المزيد من الطاقة.

وبما أن النفط مادة آيلة للنضوب، وأن العائدات المالية المتأتية من تصدير النفط الخام لا تشكل أساساً ثابتاً للتنمية، لأنها تتأثر بمسألة العرض والطلب من جهة، وسياسة التسعير من جهة أخرى، لابد من قلب دور النفط من مجرد مصدر مالي للتنمية إلى محور نمو وتراكم لرأس المال والتكنولوجيا، ويعني ذلك اعتماداً أقل على موارد النفط في التنمية وتنويعاً أكثر لمصادر الدخل الوطني عن طريق استخدامه في صناعات تحويلية كالصناعات البتروكيميائية وصناعة الأدوية والأسمدة والنسيج وغيرها.

لعب النفط دوراً مركزياً في الاقتصاد الوطني، حيث اعتمدت الجزائر عليه ومنذ الاستقلال بشكل أساسي خلال مسيرتها التنموية؛ ومع توفُر العائدات النفطية؛ انطلقت جهود التنمية بخطى سريعة، وخصصت ميزانية كبيرة للإنماء، فكانت البرامج الطموحة لإرساء البنى الهيكلية الاقتصادية والاجتماعية.

وبالرغم من أنها قد حققت إنجازات إنمائية واضحة؛ غير أن ذلك لا يعني أن هناك تنمية حقيقية، فالاقتصاد الوطني لا يزال يعتمد بشكل مباشر على إنتاج النفط الخام وتصديره، ويعتمد مطلقاً على التجارة الخارجية، فالتغيرات الاقتصادية والاجتماعية لم تؤد إلى إيجاد بناء إنتاجي قادر على دعم عملية التنمية واستمرارها.

هدفت هذه الدراسة إلى التعرف على واقع سياسات وخطط التنمية الاقتصادية في الجزائر وموقع القطاع النفطي منها، وكذلك إلى تحليل أهمية ومكانة النفط في الاقتصاد الوطني، ودراسة واقع الصناعة النفطية الجزائرية وتحدياتها، بالإضافة إلى معرفة ودراسة الدور الذي يمكن أن تؤديه الصناعة النفطية الجزائرية في التنمية الاقتصادية.

Since the oil is depleted, Ayala and proceeds derived from the export of crude oil does not constitute a firm foundation for development, because it is affected the question of supply and demand, on the one hand, and pricing policy on the other hand, it must be the heart of the role of oil just a financial source for development to the growth of the accumulation of capital and technology, this means less on oil resources in development and a diversification of the sources of national income than through used in manufacturing industries such as petrochemicals, fertilizers and weaving and other pharmaceutical industry. The growth of the oil industry as a result of escalating fundamental transformations that have taken place in the economies of the industrialized countries; Making Of Oil is a strategic commodity and a crucial role in the economic growth, especially after the technological development and increasing the degree of industrialization that led the world economy to be incapable of growth and is unable to achieve economic development and social welfare without oil. Oil played a central role in the national economy, as Algeria had adopted him since independence, mainly through the development path; with the availability of oil revenues; started the development efforts at a rapid pace, large budget earmarked for development, and the ambitious programs to establish economic and social infrastructure. Although they had achieved a clear development achievements; however, this does not mean that there is a real development, the national economy is still depends directly on the production and export of crude oil, never depends on foreign trade, economic and social changes have not led to the creation of productive and able to support the development process and its continuity. This study aimed to identify the reality of the policies and plans for economic development in Algeria and the location of the oil sector, as well as to analyze the importance and prestige of the oil in the national economy, the study of the reality of the Algerian oil industry and its challenges, as well as to know and study the role that could be played by the Algerian oil industry in economic development.
