دور الرقمنة في تحسين خدمات صندوق الضمان الإجتماعي في الجازئر (2202-2222)

Abstract

تهدف هذه الدارسة إلى تبيان واقع الرقمنة في الجازئر ودورها في تحسين مستوى الخدمات العمومية، وقد ركزت الدارسة على قطاع حيوي وحساس وهو قطاع الضمان الإجتماعي الذي سعى جاهدا إلى تقديم وعمل على تجسيد ،خدمات متميزة من خلال رقمنة النظم التسييرية والخدماتية الموجهة لمختلف المتعاملين هذه الرؤية من خلال إستحداث العديد من التطبيقات والخدمات الرقمية، ولتحقيق أهداف هذه الدارسة إستخدمنا المنهج الوصفي التحليلي، حيث يظهر الوصف من خلال سرد المفاهيم العامة المتعلقة بموضوع الدارسة، في حين يظهر التحليل من خلال إبارز مدى استثمار هيآت الضمان الإجتماعي لتقنيات التحول الرقمي وتقييم التجربة الجازئرية في هذا المجال، وخلصت الدارسة إلى أنه بالرغم من النتائج الإيجابية والملموسة المحققة من قبل صندوق الضمان الإجتماعي على وجه الخصوص والمؤسسات العمومية على وجه العموم والتي عكست تجسيد خطوات قاعدية جد مهمة مثلت ملامح الإدارة الرقمية وساهمت في تحسين مستوى وطرق تقديم الخدمات مقارنة بالسنوات الماضية، إلا أن وتيرة التحول الرقمي لاازلت تسير بسرعة متباطئة ويرجع ذلك إلى وجود جملة من المعوقات التي تحول دون تجسيد مشروع الرقمنة بشكل ناجح وفعال و هذا ما أكدته مؤشارت قياس الجاهزية الإلكترونية في الجازئر وفق التقارير الدولية، وتم التأكيد على مجموعة من التوصيات كضرورة توفير البنية الرقمية الشاملة ورفع كفاءة المورد البشري إلى جانب إرساء الضوابط القانونية للتعامل الرقمي والمنظمة للممارسات الإلكترونية المستحدثة والعمـل على خلق ثقافة بالإضافة إلى توسيع مروحة الخدمات الرقمية التي ،مجتمعية رقمية لتغطية الفجوة الرقمية بين المسـتخدمين يقدمها الصندوق الوطني للضمان الإجتماعي من خلال إيجـاد آليـات جديـدة للتخلص من المعاملات الورقية بشكل نهائي. الكلمات المفتاحية: الرقمنة، التحول الرقمي، الضمان الإجتماعي، الصندوق الوطني للضمان الإجتماعي. This study aims to highlight the reality of digital transformation in Algeria and its role in improving the level of public services. It focuses specifically on the social security sector and its efforts to provide quality services through the digitization of management and service systems. The study employed a descriptive-analytical approach. The descriptive aspect involved presenting general concepts related to the study topic, while the analytical aspect focused on evaluating the extent to which social security institutions are investing in digital transformation technologies and assessing Algeria's experience in this field. The findings reveal that Algeria has achieved positive and tangible results in digitizing public services, particularly in the social security sector. This is evident in the introduction of numerous digital applications and services. These steps have contributed to improving the level and method of service delivery compared to previous years. However, the pace of digital transformation remains slow. This is attributed to a number of obstacles, including inadequate digital infrastructure, Low human resource capacity, Lack of legal frameworks for digital transactions, Digital divide among users. At the end we can give the following suggestions: Provide comprehensive digital infrastructure, enhance human resource, capacity through training and qualification, establish legal frameworks for digital transactions, foster a digital culture in society, expand the range of digital services offered, eliminate paper transactions.
