دور التسيير العمومي الحديث في تحسين أداء المرافق العمومية بالجزائر

Abstract

الملخص: تهدف هذه الدراسة إلى إبراز دور ومساهمة التسيير العمومي الحديث في تحسين أداء المرافق العمومية، ولتحقيق هذا الهدف، تم تنفيذ هذه الدراسة في إطار المرفق العمومي بلدية الحراش" . شملت تصميم استبيان وتوزيعه بهدف استقصاء هذا الموضوع. تمت على مرحلتين؛ الأولى تضمنت استبيانا موجها لعينة من "مشغلي النظام" محل الدراسة يبلغ عددهم 22موظفا، والثانية استهدفت عينة مؤلفة من 02مواطنا من المترددين على بلدية الحراش. بعد تحليل البيانات المجمعة باستخدام برنامج الرزنامة الإحصائية للعلوم الاجتماعية)، (SPSS خلصت الدراسة إلى مجموعة من النتائج البارزة ، ومن أبرزها انخفاض درجة توافر عوامل نجاح تكنولوجيا المعلومات وفًقا لنموذج التسيير العمومي الحديث في بلدية الح ارش، حيث تبين أن بعض هذه العوامل غير متوفرة على الإطلاق. وقد تبين أي ًضا أن القيمة العامة الناتجة من أداء بلدية الح ارش هي ضعيفة، مما يشير إلى ضعف مستوى الأداء العمومي للمرفق العمومي الذي تم دراسته استناًدا إلى النتائج التي حصلت عليها الد ارسة، تم تقديم مجموعة من الاقت ارحات، ومن أبرزها الحاجة مما الملحة لتطوير مقاييس أداء الم ارفق العمومية وتعديلها وفًقا لمتطلبات نموذج التسيير العمومي الحديث، يضمن توافقها مع البيئة التكنولوجية الجديدة.Abstract: This study aims to highlight the role and contribution of modern public management in improving the performance of public services. To achieve this objective, the study was conducted within the framework of the public service of the "Commune of El Harrach". It involved designing and distributing a questionnaire to investigate this topic. The study was carried out in two phases: the first included a questionnaire aimed at a sample of "system managers" in the study, composed of 30 employees, and the second targeted a sample of 70 citizens frequenting the Commune of El Harrach. After analyzing the collected data using the Statistical Package for the Social Sciences (SPSS), the study resulted in a set of notable findings, one of the most significant being the low availability of success factors for information technology according to the modern public management model in the Commune of El Harrach, with some factors not being available at all. It was also found that the public value resulting from the performance of the Commune of El Harrach is low, indicating a weak level of public performance of the studied public service. Based on the results obtained from the study, a set of suggestions was formulated, the most important of which is the urgent need to develop and modify the performance measures of public services according to the requirements of the modern public management model, to ensure their compatibility with the new technological environment. Pour atteindre cet objectif, cette étude a été menée dans le cadre du service public de la "Commune de El Harrach". Elle comprenait la conception et la distribution d'un questionnaire pour enquêter sur ce sujet. L'étude s'est déroulée en deux phases: la première comprenait un questionnaire destiné à un échantillon de "gestionnaires du système" à l'étude, composé de 30 employés, et la seconde ciblait un échantillon de 70 citoyens fréquentant la Commune de El Harrach. Après analyse des données recueillies à l'aide du logiciel de calendrier statistique pour les sciences sociales (SPSS), l'étude a abouti à un ensemble de résultats marquants, dont l'un des plus notables est la faible disponibilité des facteurs de réussite des technologies de l'information selon le modèle de gestion publique moderne dans la Commune de El Harrach, certains de ces facteurs n'étant pas du tout disponibles. Il a également été constaté que la valeur publique résultant de la performance de la Commune de El Harrach est faible, ce qui indique un faible niveau de performance publique du service public étudié. Sur la base des résultats obtenus par l'étude, un ensemble de suggestions a été formulé, dont la plus importante est le besoin urgent de développer et de modifier les mesures de performance des services publics en fonction des exigences du modèle de gestion publique moderne, afin de garantir leur compatibilité avec le nouvel environnement technologique.
