أثر الضمان الإحتماعي على النمو الإقتصادي في الجزائر ودوره في تحقيق التنمية المستدامة

Abstract

يكتسي الضمان الاجتماعي اليوم أهمية بالغة في حماية المجتمع، نظ ا ر لانعكاساته الايجابية على توزيع الدخل القومي وعلى أداء الاقتصاد الوطني وهو ضابط هام عبر تاريخ تطوره، سواء بالج ا زئر أو على الصعيد العالمي، ما جعل الج ا زئر وعلى غ ا رر الدول المغاربية تسعى إلى تحقيق العدالة الاجتماعية من خلال تبني سياسة اجتماعية واضحة على مختلف الأصعدة، وفي مختلف القطاعات، دعما لعجلة التنمية الاقتصادية والاجتماعية. لذا، تهدف هذه الد ا رسة الى إيضاح أثر الضمان الاجتماعي على النمو الاقتصادي في الج ا زئر وتونس والمغر ب، بتحديد العلاقة قصيرة وطويلة المدى بين التحويلات الاجتماعية )مؤشر الضمان الاجتماعي( ونصيب الفرد من الناتج الداخلي الخام )مؤشر النمو الاقتصادي( خلال الفترة 1990 - 2020 وفق نموذج ARDL وبالاعتماد على برنامج Eviews 12 ، وخلصنا في الأخير إلى أن التحويلات الاجتماعية لا تساهم بشكل كبير في دعم النمو الاقتصادي سواء في الأجل القصير أو الطويل في الدول الثلاثة، ما يؤكد على أن الج ا زئر، تونس والمغرب ورغم السياسات الاجتماعية المنتهجة والأموال المرصدة لها، لا ت ا زل بعيدة عن التطلعات والتوجهات العالمية التي تتوافق وأهداف التنمية المستدامة 17 . لذا لا بد على الج ا زئر من رسم خطة واضحة المعالم بعي د ا عن السلم الاجتماعي الذي أثر بشكل كبير على النتائج والأهداف المرجوة. الكلمات المفتاحية: الضمان الاجتماعي، التنمية الاقتصادية والاجتماعية، السياسة الاجتماعية، الدول المغاربية، نموذج ARDL .Abstract Social security today is of great importance in protecting society, due to its positive repercussions on the-distribution of national income and on the performance of the national economy. Therefore , this study aims to clarify the effect Social security affects economic growth in Algeria, Tunisia and Morocco, by determining the.short and long-term relationship between social transfers (social security index) and the per capita-gross domestic product (economic.growth index) during the period 1990-2020 according to the ARDL model and based on the EViews 12 program , Finally, we concluded that social transfers do not contribute significantly to supporting economic growth, whether in the short or long term, in the three countries, which confirms that Algeria, Tunisia and Morocco, despite the social policies adopted and the funds allocated to them, are still far from global aspirations and trends that are compatible with them. And the Sustainable Development Goals 17. Therefore, Algeria must draw up a clearly defined plan away from social peace, which has greatly affected the desired results and goals .
