Abstract

تناولت الدراسة الحالية ظاهرة سوق الصرف الموازي بإعتباره أحد نماذج المهن الحرة الموازية، بهدف الكشف عن واقعه وأفاقه، من خلال جملة من الأهداف المتمثلة في: الخلفية السياسية، الإقتصادية الإدارية الإجتماعية والثقافية للسوق، وكيفية تشكل سلوك واتجهات الأفراد تبعا للظروف والمواقف التي يمرون بها في بلورة وعي جديد من أجل تحقيق الإشباع وبلوغ الأهداف، الطريقة التي ينتظم بها السوق الموزاي للصرف ضمن العلاقات الإجتماعية التي تجمع الفاعلين على مستواه تبعا للقوانين والضوابط التي تحكمه الإستراتيجيات التي يتبعها الفاعلون على مستوى السوق، كيفية تحول عملية شراء وبيع العملة بشكلها الموازي إلى ثقافة متجدرة في المجتمع الجزائري والخصائص الديناميكية الحضرية لسوق الصرف الموازي. من أجل ذلك تناولت الدراسة المنهج الكيفي تفهم الظاهرة والكشف عن الحقائق والسيرورات التي يتفاعل على مستواها الفاعلين من خلال شبكة ملاحظة وتقنية مقابلة تم إجرائها مع 18 فرد من البائعين للعملة من المجتمع الإحصائي بسوق السكوار بساحة بور سعيد الجزائر العاصمة، حيث أسفرت نتائج الدراسة على أن: الخلفية التاريخية لسياسة البلاد وما خلفته من آثار على مختلف التركيبة البنيوية للمجتمع وراه ظهور الظاهرة، وأن للأسباب الإدارية، الإقتصادية، الإجتماعية، والثقافية دور في إنتعاش هذه الأسواق، وولوج الأفراد إليها. كما يكمن السوق الموازي للصرف، كونه مجال حضري منظم ومهيكل وفق نسيج من العلاقات والتفاعلات الإجتماعية، تبعا لإستراتيجيات الفاعلين العقلانيين من أجل تحقيق أهدافهم.

The current study dealt with the phenomenon of the parallel ex- change market as one of the models of parallel free professions, with the aim of revealing its reality and prospects, through a number of objectives represented in: the political, economic, administrative, social and cultural background of the market, and how the behavior and trends of individuals are shaped according to the circumstances and situations they are experien- cingin crystallizing a new awareness in order to achieve satisfaction and achieve goals, the way in which the parallel exchange market is organized within the social relations that bring together actors at its level in accor dance with the laws and controls that govern it, the strategies followed by actors at the market level, how the process of buying and selling currency in its parallel form turns into a culture. Rooted in Algerian society and the dynamic urban characteristics of the parallel exchange market. For this reason, the study dealt with the qualitative approach to un- derstanding the phenomenon and revealing the facts and processes on which the actors interact, through a network of observation and technical interviews with 18 individual currency sellers from the statistical communi- ty in the Square market - Port Said in Algiers, where the results of the study resulted in the following: The historical background of the country's policy and its impact on the various structural composition of society, behind the emergence of the phenomenon, and that administrative, economic, social, and cultural rea- sons have a role in the recovery of these markets and individuals' access to them. The parallel exchange market also lies in the fact that it is an organi- zed urban space structured according to a fabric of social relations and inte- ractions, according to the strategies of rational actors in order to achieve their goals.
