سياسة تطوير منتجات الثروة الحيوانية ودورها في تحقيق الأمن الغذائي المستدام

Abstract

الملخص تبحث هذه الد ا رسة في سياسة تطوير منتجات الثروة الحيوانية التي انتهجتها الج ا زئر بداية من سنة 2000 إلى غاية سنة 2019 ومساهمتها في تحقيق الأمن الغذائي المستدا م، حيث تسعى الج ا زئر للتخلص من التبعية للواردات الغذائية خاصة المواد الغذائية الواسعة الاستهلاك كالحليب واللحوم والبي ض من خلال مجموعة من الآليات القانونية وب ا رمج دعم الإنتاج الحيواني. ومن أجل تحقيق أهداف الد ا رسة قمنا باتباع المنهج الوصفي في الجزء النظري لتحديد مختلف المفاهيم المتعلق ة بالثروة الحيواني ة وتطوي رها والأمن الغذائي المستدام وركائزه وأبعاده؛ وفي الجزء التطبيقي اعتمدنا تحليل المعطيات بالمركبات الرئيسية ACP من خلال برنامج التحليل الاحصائي XL-STAT لتحلي ل الارتباط بين المعطيات المتعلقة بإنتاج الحليب الطازج واللحوم الحم ا رء والبيضاء والبي ض ومؤش ا رت الأمن الغذائي المستدام للج ا زئر خلال فترة الد ا رسة . من بين أهم النتائج التي توصلنا إليها، تحسن نصيب الفرد من الامدادات الغذائية يعكس تحسنا في الكفاية الكمية للغذاء، إلا أن هذا التحسن بقي مرتبطا بزيادة الواردات الغذائية أكثر من ارتباطه بنمو الإنتاج الوطني من منتجات الثروة الحيوانية، وأن نظام دعم الإنتاج الحيواني الذي يركز على التحفي ا زت المالية يحتاج إلى إعادة د ا رسة من أجل استم ا رر تحقيق نتائج إيجابية؛ ثم أن تطوير الثروة الحيوانية في الج ا زئر يتطلب است ا رتيجية وطنية متكاملة تعتمد على نظام إنتاج مكثف يستخدم التكنولوجيا المتطورة والاعتماد على الأساليب الحديثة في إدارة الثروة الحيوانية. الكلمات المفتاحية: الثروة الحيوانية، الإنتاج الحيواني، السياسة الفلاحية، الأم ن الغذائي، الأمن الغذائي المستدام، الج ا زئ رAbstract This study examines Algeria's livestock development policy from 2000 to 2019 and its contribution to achieving sustainable food security. Algeria seeks to reduce its dependence on food imports, particularly for widely consumed food items such as milk, meat, and eggs, through a range of legal mechanisms and livestock production support programs. To achieve the study's objectives, we adopted a descriptive approach in the theoretical section to define various concepts related to livestock development, and sustainable food security, including its pillars and dimensions. In the applied section, we employed Principal Component Analysis (PCA) using the XL-STAT statistical analysis program to analyze the correlation between data related to fresh milk, red and white meat, and egg production and indicators of sustainable food security in Algeria during the study period. Among the most important findings we reached is that the improvement in per capita food supply reflects an improvement in the quantitative sufficiency of food. However, this improvement remained linked to an increase in food imports more than to the growth of national production of livestock products. The livestock production support system, which focuses on financial incentives, needs to be re-examined in order to continue achieving positive results. Furthermore, the development of livestock in Algeria requires an integrated national strategy based on an intensive production system that uses advanced technology and relies on modern methods in livestock management.
