إستراتيجية تفعيل الإستثمار الزراعي لتحقيق الأمن الغذائي

Abstract

المخلص: تهدف هذه الدراسة إلى محاولة اقتراح إستراتيجية فعالة للاستثمار الزراعي تمكن الجزائر من تحقيق الأمن الغذائي على المدى الطويل من خلال الاستفادة من التجارب الدولية الرائدة في ذلك، حيث تم اختيار بعض الدول كنموذج بناءً على تصنيف منظمة الأغذية والزراعة التابعة للأمم المتحدة لأهم الدول التي نجحت في تحقيق غايات برنامج الغذاء العالمي. كما تم الحرص على اختيار التجارب بشكل يسمح بتنويع مجالات الاستثمار الزراعي ليخرج بذلك عن الإنتاج النباتي ويتعداه إلى كل مجالات القطاع الفلاحي، كالإنتاج الحيواني، الزراعات الحرجية، تربية الأسماك والأحياء البحرية، والاستثمار في مجال مياه الري فالمائي أساس الأمن الغذائي.

حيث تم اعتماد المنهج الوصفي التحليلي بغرض وصف وتحليل الاستراتيجيات المعتمدة لدى تلك الدول، وفي نفس الوقت تشخيص تطور سياسات الاستثمار الزراعي في الجزائر بما فيها مخصصاته ومشاكله والإجراءات التي اتخذتها الحكومة لمواجهتها خلال الفترة 2000-2017، ثم تحليل تأثير هذه الاستثمارات على مؤشرات ومحاور الأمن الغذائي في نفس الفترة، وهو ما رسم صورة واضحة المعالم حول السلبيات والنقائص التي وقعت فيها سياسات الاستثمار الزراعي سابقاً وكذا المكاسب التي حققتها في مجال تحقيق الأمن الغذائي.

وقد توصلت الدراسة إلى اقتراح خطة إستراتيجية لتحسين مؤشرات الأمن الغذائي في الجزائر بحلول سنة 2022 تتمثل رؤيتها في تحقيق أمن غذائي صحي ومستدام بكل أبعاده التغذوية والمتنوع حسب الاحتياجات الغذائية للسكان، يكون ناتجاً عن تكثيف الاستثمارات الزراعية في قطاعات الأغذية الاستراتيجية والرئيسية التي تمتلك فيها الجزائر ميزة تنافسية، مع ضرورة التركيز على تكوين وجذب العنصر البشري (الفلاح) والتركيز على خصوصية المناطق الزراعية في عملية الإنتاج بإشراك القطاع الخاص بفتح مجال الاستثمار أمامه ودعمه عند الإنتاج، وتسهيل عليه ولوج عالم الزراعة الذكية والصناعات الغذائية نظراً لما تعد به من نتائج مبشرة في مجال تحقيق الأمن الغذائي.

As the descriptive analytical approach was adopted for the purpose of describing and analyzing the strategies adopted by those countries, and at the same time diagnosing the development of agricultural investment policies in Algeria, including its allocations and problems and the measures taken by the government to confront them, during the period 2000-2017, then analyzing the impact of these investments on indicators and axes Food security in the same period, which drew a clear-cut picture of the negatives and shortcomings in which agricultural investment policies previously occurred, as well as the gains they achieved in achieving food security. The study reached a proposal for a strategic plan to improve the indicators of food security in Algeria by the year 2022, whose vision is to achieve healthy and sustainable food security in all its nutritional dimensions and varied according to the nutritional needs of the population, resulting from the intensification of agricultural investments in the strategic and irrigation food sectors in which Algeria has a competitive advantage , With the need to focus on training and attracting the human element (the farmer) and focusing on the specificity of agricultural areas in the production process by engaging the private sector by opening the field of investment to it and supporting it during production, and to facilitate access to the world of smart agriculture and other industries Aiah because of the promise of promising results in achieving food security.
