The liquidity management of Islamic banks is considered an important issue due to the
nature of the activity of these banks compared to traditional banks, this is what makes them face
the imperative of developing and engineering financial instruments in order to manage their
liquidity, combining economic efficiency and legitimate credibility. This study aims to determine
the extent of the contribution of Islamic financial engineering in the development and creation of
new liquidity management mechanisms. This was by highlighting the theoretically most
important Islamic financial engineering products, as well as the support and development efforts
in this area, then we studied the reality of the development of new liquidity management tools.
In order to achieve this goal, we first studied and analyzed some international
experiences in the field of Islamic financial engineering and liquidity management such as
Malaysia, Indonesia, Sudan, Council countries of Gulf Cooperation, Nigeria, Pakistan. Then to
rely on the most important tools developed for the purposes of liquidity management in Islamic
banks, and finally to present some suggestions in order to develop appropriate mechanisms for
the management of liquidity in Islamic banks in Algeria.
In this study we revealed that many efforts are being made at local and international level
to develop liquidity management in Islamic banks. This has been demonstrated by the creation of
several organizations that support Islamic financial engineering and that work to deliver products
and innovations that serve liquidity management, such as the Liquidity Management Center
(LMC), the International Islamic Liquidity Managem ent Corporation (IILM), the International
Islamic Financial Market (IIFM) and guidelines for liquidity management provided by the
Islamic Financial Services Board (IFSB).
Practically, Islamic financial engineering has resulted in many tools and mechanisms
developed and innovated for the management of liquidity in Islamic banks. They are mainly
represented by the various types of Sukuk based on Islamic financing contracts, as well as the
operations of the Commodity Murabahah, which is considered the most important and widely
used in the liquidity management tool in Islamic financial institutions in general and Islamic
banks in particular. In addition, international experiences in developing liquidity management
mechanisms lie between diversity and limits. In Malaysia, a wide range of tools has been
developed, but the most widely used tool is the Murabaha. The same is true for Indonesia and the
countries of the Gulf Cooperation Council. In Sudan, Islamic Sukuks are considered the most
widely used tool for managing liquidity, along with the common fund managing liquidity
between banks. In addition, The tools used in Nigeria are among the best financial engineering
tools for liquidity management, which are mainly based on Qard al-hasan.
Finally, this study recommended the need to coordinate efforts, to unify Fatwas and
decisions on financial transactions at the international level, to work on the design and
development of integrated Islamic financial markets allowing the circulation of Islamic financial
tools for liquidity management purposes, such as Islamic Financial market, Islamic Foundation
for liquidity management, in addition to the need to reduce Commodity Murabahah transactions
and limit it only to cases of lack of liquidity, taking into account the contr ols set out in standard
40 of AAOIFI.
