تحليل دور ومكانة الإستثمار الأجنبي المباشر في الإقتصاد الجزائري في ظل مستجدات البيئة الإقتصادية العالمية

Abstract

الملخص: لقد أصبح الاندماج في الاقتصاد العالمي حتمية من الحتميات التي فرضتها مستجدات البيئة الاقتصادية العالمية، و التي من أهمها إدماج عنصر الاستثمار الأجنبي المباشر كآلية لتخصيص الموارد الاقتصادية العالمية النادرة، فضلا عن الم ا زيا التي يجلبها هذا العنصر للاقتصاد الوطني . تأسيسا على ما سبق تحاول هذه الد ا رسة تحليل دور و مكانة الاستثمار الاجنبي المباشر في الاقتصاد الج ا زئري في ظل مستجدات البيئة الاقتصادية العالمية، فبعد تقديم عرض شامل للجانب النظري و كذا التنظيري للظاهرة محل الد ا رسة، تم إب ا رز إتجاهاتها التاريخية و المعاصرة و تحركاتها على الصعيد العالمي، و إتباعها بتطور المناخ الاستثماري في ظل المستجدات العالمية و آخي ا ر إسقاط الفصول الثلاثة على الحالة الج ا زئرية، بتحليل تطور السياسات الاقتصادية إتجاه هذا العنصر منذ نشأة الاقتصاد الج ا زئري حتى 2102 و عرض شامل لتطور المناخ الاستثماري، و من ثم تقييم نصيب الج ا زئر من التدفقات العالمية للظاهرة في ضوء هذه السياسات و مستجدات البيئة الاقتصادية العالمية. فبعد تقييم المناخ الاستثماري في الج ا زئر، و أخي ا ر إختبار أداء و إنعكسات هذا العنصر على الاقتصاد الوطني، تلخصت أهم نتائج الد ا رسة في ضآلة حضور الاستثمار الأجنبية المباشرة في الاقتصاد الوطني بنسبة لم تتجاوز 2 % من إجمالي الاستثما ا رت، إلا أنها انعكست إيجابيا من خلال توفير أ رس المال و المساهمة في تكوين الناتج المحلي الخام، يضاف إلى ذلك عدم م ا زحمة الاستثمار المحلي و عرقلة الصناعات المحلية الناشئة للعقد الفارط و أخي ا ر المساهمة في توفير مناصب الشغل رغم أنها من الاستثما ا رت التي اعتمدت على الفنون المكثفة ل أ رس المال بدل اليد العاملة . و يرجع ضعف انسياب الاستثما ا رت الأجنبية المباشرة و أدائه بسبب مجموعة من النقائص المميزة للاقتصاد الوطني و التي أهمها: ضعف القطاع الخاص، المنافسة الحادة للقطاع الموازي و انعدام سوق حقيقة للرؤوس الأموال، تقليدية المعاملات المصرفية، إضافة إلى مجموعة من الع ا رقيل الأخرى ككثرة الق ا ر ا رت الاقتصادية و تضاربها، ضعف تكوين اليد العاملة خاصة في المجال الحرفي و التقني و أخي ا ر بيروق ا رطية المعاملات الإدارية، و قد أوصى الباحث ببعض المتطلبات الإج ا رئية لتطوير انسياب الاستثما ا رت الأجنبية المباشرة و كذا الاستفادة منها. الكلمات المفتاحية: الاستثمار الأجنبي المباشر، الاقتصاد الج ا زئري، المناخ الاستثماري.Abstract: Integration in the global economy has become inevitability one of imperatives imposed by the developments in the global economic environment; the foremost of which is the integration of Foreign Direct Investment as a mechanism for the privatization of the scarce global economic resources, in addition to the advantages brought by this element to the national economy. On the abovementioned grounds, this study tries to analyze the role and status of Foreign Direct Investment in the Algerian economy in light of the developments in the global economic environment, according to the analytical method and the inductive and deductive approaches. After a comprehensive presentation of the theoretical as well as the hypothetical sides of the phenomenon under study, the historical and contemporary trends along with its worldwide movements were highlighted; this was then followed by the evolution of the investment climate in light of the global developments, to finally dedicate the three chapters to the Algerian situation, through analyzing the evolution of the economic policy targeting this element, since the inception of the Algerian economy until the current period. And thus evaluate the share of Algeria of the global flows generated by this phenomenon in light of these policies, and the developments of the global economic environment based on the United Nations’ data on trade and development as well as the statistics issued by the National Agency for the development of investment. After assessing the investment climate in Algeria, and finally testing the performance and the repercussions of this element on the national economy, the study concluded mainly the low existence of the Foreign Direct Investment (FDI) in the national economy with no more than 2% of the total of investments. Despite the difficulty of measuring the impact on the national economy, away from the assumptions in the absence of sufficient data, this presence reflected positively through capital provision and contribution in the formation of the GDP, added to the facts of the lack of competiveness of the local investment and the obstruction caused by the local emerging industries in the last decade. Finally, was noticed the investment’s contribution in job creation, although this type of investments, rely on the arts that strengthen capital instead of workforce; the weakness of the flow of Foreign Direct Investment and its performance are due to a range of distinctive shortcomings in the national economy; the most important of which are: the weakness of the private sector, the intense competition of the parallel sector, the lack of a real capital market, the outdated banking transactions, and a host of other obstacles such as: the abundance of economic decisions, conflicting one another, weak labor training, especially in the artisanal and technical fields and finally the bureaucratic administrative transactions. The researcher has made a number of recommendations pertaining to certain procedural requirements for the development of the flow of Foreign Direct Investment and ways of benefiting from it.
