آليات تفعيل المناطق الصناعية في الجزائر ودورها في تحقيق التنمية المستدامة- رؤية إستشرافية

Abstract

الملخص: تهدف هذه الدراسة إلى تحديد الدور الذي تؤديه المناطق الصناعية في الجزائر في ضوء الرؤية الجديدة المعلن عنها في خطة للتنمية المستدامة 2030، من خلال استكشاف المتغيرات المفتاحية، ودور مختلف الفاعلين في تحديد مستقبل هذه المناطق والآفاق المستقبلية لها، ومدى اقترابها وابتعادها عن تحقيق الغايات المتعلقة بتعزيز النمو الاقتصادي والتصنيع الشامل والمستدام، وما ينجر عنه من نتائج إيجابية من النواحي الاقتصادية والاجتماعية والبيئية.

لقد استخدمت الدراسة المنهج الوصفي والتحليلي في استكشاف واقع المناطق الصناعية بالجزائر، من خلال دراسة حالة المناطق الصناعية لولاية البليدة، بالاعتماد على مقاربة استشرافية قائمة على بناء سيناريوهات مستقبلية، بعد تحديد المتغيرات المفتاحية، والفاعلين المهيمنين وتدخلاتهم، وبناء الحقل المورفولوجي لأفق الدراسة.

وقد خلصت الدراسة إلى أهمية الأبعاد التكنولوجية والقاعدية والاقتصادية في تفعيل مناطق صناعية مستدامة، ذات تأثير اقتصادي واجتماعي وبيئي، وأن الجهات الحكومية هي الفاعل الأساسي لتحقيق هذه الغايات، غير أن هذه المناطق تتجه ببطء نحو تحقيق الاستدامة، وأنه لا بد من إنشاء مناطق جديدة تراعي هذه الأطر عند إنشائها.

This study aims to examine the role that industrial parks in Algeria should play under the 2030 sustainable development goals, by identifying key influencing variables and exploring the role of different stakeholders in shaping the future prospects of these parks. It also seeks to determine the extent to which these parks contribute to economic growth, the promotion of inclusive and sustainable industrialization, and the generation of positive economic, social, and environmental impacts. To achieve these objectives, the study adopts a descriptive and analytical approach to examine the current situation of industrial parks in Algeria, with the industrial parks of Blida serving as a case study. It also uses a prospective approach based on scenario building, after identifying the main driving variables, the key stakeholders, and the relationships between them. In addition, a morphological analysis is applied to better understand the possible future development of these parks. The results show that technological, special, and economic factors play an important role in the development of industrial parks and in their transition toward sustainability, leading to positive economic, social, and environmental impacts. The study also finds that public authorities are the main actors responsible for building and supporting this process. However, it highlights that current industrial parks are still progressing slowly toward sustainability, which makes it necessary to develop new industrial parks that integrate these aspects from the planning stage.
