سياسات التحول للاقتصاد الأخضر في الجازئر -

Abstract

تهدف هذه الدارسة إلى تقييم واستشارف السياسات التي انتهجتها الجازئر للتحول للاقتصاد الأخضر، ولتحقيق ذلك تم الاعتماد على المنهج الوصفي في عرض مختلف المفاهيم المتعلقة بالتنمية المستدامة والاقتصاد الأخضر، عرض مختلف الاستارتيجيات والمخططات والبارمج التي قامت بها الجازئر والتي تدخل ضمن المبادئ العامة للاقتصاد الأخضر، بالإضافة إلى عرض وتحليل وتقييم واقع بعض قطاعات الاقتصاد الأخضر ومؤشارت قياسه في الجازئر، كما اعتمدنا أيضا على المنهج الاستشارفي لمحاولة تحديد الاتجاهات المستقبلية في تبني الاقتصاد الأخضر وأثاره على الاقتصاد والمجتمع والبيئة في الجازئر. خلصت هذه الدارسة إلى عدم وجود سياسات حالية واضحة تدعم التحول الكامل إلى الاقتصاد الأخضر في الجازئر، إلا أنه هناك بعض الجهود المتفرقة في العديد من المجالات المتعلقة به كتغير المناخ، التنوع البيولوجي، استغلال الطاقات ا د وعلى ضوء ،ها ة وتدوير النفايات وغير دار ا لمتجددة و ارستنا لواقع قطاعات الاقتصاد الأخضر ومؤشارت قياسه توصلنا إلى أن الاقتصاد الجازئري ماازل تحت رهان الموارد التقليدية كالنفط والغاز وهو ما يعني عدم وجود لاقتصاد أخضر في الوقت الارهن لكن قد يصبح هذا النموذج واقعا في المستقبل بناءا على تغير التوجهات والسياسات المحلية بتبني مشاريع تنموية مستدامة في مختلف القطاعات خاصة قطاع الطاقة الذي ستكون فيه الموارد المتجددة المصدر الرئيسي في إنتاج وذلك وفقا للسيناريوهات 2050الطاقة الثانوية في العقود القادمة ومنه الوصول لصفر انبعاث بحلول عام التي أعدها صندوق النقد الدولي. واستنادا إلى تقنية دولاب المستقبل خلصنا إلى أن تبني الاقتصاد الأخضر في الجازئر سيكون له آثار مباشرة وغيرة مباشرة على مختلف جوانب التنمية من خلال تحقيق الاستدامة الاقتصادية والاجتماعية والبيئية. الكلمات المفتاحية: التنمية المستدامة، الاقتصاد الأخضر، سياسات التحول، الموارد المتجددة، الاستشارف، الجازئر.

Abstract: This study aims to evaluate and anticipate the policies adopted by Algeria to transition to a green economy. To achieve this, the descriptive approach was used to present various concepts related to sustainable development and the green economy, present various strategies, plans and programs implemented by Algeria that fall within the general principles of the green economy, in addition to presenting, analyzing and evaluating the reality of some sectors of the green economy and its measurement indicators in Algeria. We also relied on the anticipatory approach to try to determine future trends in adopting the green economy and its effects on the economy, society and environment in Algeria. This study concluded that there are no clear current policies that support the complete transition to a green economy in Algeria, but there are some scattered efforts in many areas related to it such as climate change, biodiversity, exploitation of renewable energy, waste management and recycling, etc. In light of our study of the reality of the green economy sectors and its measurement indicators, we concluded that the Algerian economy is still dependent on traditional resources such as oil and gas, which means that there is no green economy at the present time, but this model may become a reality in the future based on changing local trends and policies by adopting sustainable development projects in various sectors, especially the energy sector, in which renewable resources will be the main source of secondary energy production in the coming decades, thus reaching zero emissions by 2050, according to the scenarios prepared by the International Monetary Fund. Based on the Future Wheel technology, we concluded that adopting a green economy in Algeria will have direct and indirect effects on various aspects of development by achieving economic, social and environmental sustainability.
