Abstract

وهكذا فان الإطار المرجعي للديمقراطية التشاركية من خلال الشقين المكونين لها الديمقراطية و المشاركة، قادنا إلى إلقاء الضوء على التجربة الديمقراطية التشاركية في الإدارة المحلية من خلال تسليط الضوء على المشاركة في التنمية المحلية و المقصود به المشاركة المواطنة والمسؤولة والفاعلة للسكان في تدبير شؤونهم المحلية، من خارج المؤسسات التمثيلية في كافة مراحل وسيرورة اتخاذ القرار التنموي والعمل على تنفيذه وتقويم نتائجه، سواء من خلال التدبير التخطيطي التشاركي المحلي عن طريق دعم قدرات الفاعلين المحليين في التنمية المحلية، وهذا ما جسدة مشروع "كابدال" والذي يتيح الفرصة لمختلف الفاعلين في الديمقراطية التشاركية في تحديد روية مشتركة لمستقبل لمستقبل البلديات أو من خلال التدبير المالي التشاركي باستغلال أليات مواكبة للمساهمة في التدبير المالي للجماعات المحلية، والذي يؤطره ويعطيه مشروعيته تحولان رئيسيان: الأول مرتبط بالعملية الديمقراطية نفسها بينما الثاني على صلة بتدبير الأموال العمومية، فكان مخطط الاستثمار التشاركية وتجربة الميزانية التشاركية أحسن نموذج الدراسة آليات تتبع وتقييم القرار المالي المحلي في إطار الديمقراطية التشاركية . t Summary Algeria, like the Maghreb countries since the years of independence, adopted administrative decentralization to establish political practice at the local level and support the democracy of proximity that carries dimensions and connotations which tend to give the importance to the population in managing their local affairs, as the legislator worked to introduce reforms that concern local groups to keep pace with the developments taking place in the external level on the one hand, and adaptation to developments and offenses at the level of internal democratic construction on the other hand. If the goals that the state seeks to achieve from implementing the local administration system are different, then the goal may be political, which is to achieve popular democracy by involving local citizens in managing local affairs, and the goal may be the state's desire to make local administration units development, and cells for economic and social development. This is why representative democracy in the current era has become incapable of achieving these goals in all its dimensions, due to the contradictions and negative phenomena produced by the logic of "majority rule" in what has come to be termed as the crisis of representative democracy "linked to the crisis of political representation" which failed to fulfill the demands and needs of the population. Therefore, within this general context, the necessity to create new models for managing local public affairs appeared, It's related to the concept of the conceptual approach to participation, which defined the standard for political participation, and the citizenship participation of the population in the development process, as they are two specific concepts of participatory democracy in the direction of linking the political decision from within the representative institutions and the development decision from outside these institutions, in order to achieve development goals. Thus, the frame of reference for participatory democracy through its two component parts (democracy and participation), led us to shed light on the participatory democratic experience in local administration by shedding light on participation in local development, meaning the citizen, responsible and active participation of the population in managing their local affairs from outside the representative institutions in all stages of the development decision-making process and working on its implementation and evaluation of its results, whether through local participatory planning management by supporting the capabilities of local actors in local development, and this is the embodiment of the "Kapdal" project, which provides an opportunity for various actors in participatory democracy in defining a common vision for the future of municipalities. Or through participatory financial management by exploiting mechanisms accompanying the contribution to the financial management of local groups, which are framed and legitimized by two major transformations: the first is related to the democratic process itself, while the second is related to public funds management, so the participatory investment scheme and the participatory budget experiment was the best model for studying mechanisms of tracking and evaluating local financial decisions in a participatory democracy..
