السياسات الزراعية ودورها في تحقيق التنمية المستدامة

Abstract

لملخص: نظراً للأهمية الكبيرة التي تحظى بها الزراعة في اقتصاديات الدول وفي التنمية، وكونها تمثل القطاع الذي لازم الإنسان منذ وجوده، فهي مصدر الغذاء والحياة. كما تعتبر الزراعة نشاطاً يحقق النمو الاقتصادي ومصدر للثروة. ونظراً لأهمية تدخل الحكومات في تسيير هذا القطاع بسياسات زراعية مستدامة تحقق تنمية زراعية مستدامة اقتصادياً واجتماعياً وبيئياً، لذا تهدف الدراسة إلى البحث في دور السياسات الزراعية المنتهجة في الجزائر في تحقيق أبعاد التنمية المستدامة. انتهجت الجزائر منذ الاستقلال مجموعة من السياسات لتسيير القطاع الزراعي، لكن لم تخطو خطوة جادة نحو التنمية المستدامة الزراعية إلا من خلال برنامج التنمية الفلاحية والريفية منذ سنة 2000 ثم أكدت هذه الخطوة بسياسة التجديد الريفي والفلاحي سنة 2008، حيث صخرت وعبأت جهوداً كبيرة لتطبيق برامج هذه السياسة. تتمثل أهمية الموضوع في دراسة هذه الإشكالية على المستوى الكلي من خلال تحليل لأهم المؤشرات الاقتصادية والاجتماعية والبيئية التي تعكس تأثير هذه السياسات الزراعية على التنمية المستدامة ثم على مستوى المستثمرات الزراعية بسهل الشلف وسط للتمكن من معرفة انعكاسات هذه السياسات على التنمية الزراعية المستدامة من خلال قياس الاستدامة الزراعية في المستثمرة الزراعية بيئياً واقتصادياً واجتماعياً. قمنا بقياس استدامة المستثمرات الزراعية في سهل الشلف وسط باستخدام الطريقة الفرنسية IDEA طريقة مؤشرات استدامة المستثمرات الزراعية والتي تعتمد على قياس مؤشرات وضعتها لكل بعد من أبعاد الاستدامة الزراعية (البعد البيئي، الاجتماعي، والاقتصادي) حيث ترجح وزن كل مؤشر ضمن البعد الذي يمثله. توصلنا من خلال الدراسة التحليلية على المستوى الكلي أن سياسة التجديد الفلاحي والريفي قد استطاعت تحقيق تحسناً بسيطة لبعض المؤشرات الاقتصادية كالصادرات الزراعية والاجتماعية كالوفرة الطاقوية للغذاء لكن لم تكن نتائجها إيجابية بيئياً. أما الدراسة الميدانية فقد بينت استدامة اقتصادية مقبولة واستدامة بيئية واجتماعية ضعيفة جداً.

Agriculture is also considered an activity that achieves economic growth and a source of wealth. In view of the importance of government intervention in the management of this sector with sustainable agricultural policies that achieve sustainable agricultural development economically, socially and environmentally, then we highlighted through our study the role of agricultural policies adopted in Algeria in achieving the dimensions of sustainable development. Since independence, Algeria has adopted a set of policies to manage the agricultural sector, but did not take a serious step towards sustainable agricultural development except through the program of agricultural and rural development since 2000, then confirmed this step with the policy of rural and agricultural renewal in 2009, as it rocked and mobilized huge efforts to implement the programs of this policy . The importance of the topic is to study this problem at the macro level through an analysis of the most important economic, social and environmental indicators that reflect the impact of these agricultural policies on sustainable development and then at the level of agricultural investments in the plain of Chlef amid being able to know the implications of these policies on sustainable agricultural development by measuring agricultural sustainability In agricultural investment environmentally, economically and socially. We measured the sustainability of agricultural investments in the Chlef plain, using the French IDEA method. The method of agricultural investment sustainability indicators, which depends on measuring indicators that were developed for each of the dimensions of agricultural sustainability (environmental, social, and economic dimensions), as the weight of each indicator is weighted within the dimension it represents. We found through the analytical study at the macro level that the policy of agricultural and rural renewal has been able to achieve a slight improvement for some economic indicators such as agricultural and social exports, such as energy abundance of food, but the results were not environmentally positive. As for the field study, it showed acceptable economic sustainability and very weak environmental and social sustainability.
