أثر رقمنة الإدارة المحلية في تحقيق الرضا لدى المواطن في الجزائر ( 2008 -2021 )

Abstract

أفرز التطور السريع الذي يشهده العالم تغيرات جذرية في جميع مجالات الحياة أثرت بشكل مباشر على المواطن والإدارة المحلية على حد سواء ، ومن أبرز هذه التغيرات وأهمها على الإطلاق الثورة التكنولوجية، والتي كان من إفرازاتها تغيير أساليب التسيير بالإدارة المحلية وتوظيف أساليب جديدة تعتمد على البعد التكنولوجي، والتي تعد نقلة نوعية، وتحولات رئيسية في أداء وعمل الإدارة المحلية التقليدية. ومن خلال دراستنا أردنا معرفة اثر اعتماد أساليب جديدة في عملية تسيير الإدارة المحلية في رضا المواطن، بعد توجه الجزائر إلى تطبيق نظام الإدارة الرقمية على مستوى الأجهزة الإدارية المحلية باعتباره مخرجا، يمكنها من تلبية احتياجات مواطنيها والاستجابة لمطالبهم المرفوعة، وإحداث جهازا إداريا قادرا على فهم واستيعاب كل المتطلبات والاحتياجات، ويراعي الاقتصاد في النفقات، و يحقق الفعالية، وبأقل التكاليف، ويوفر للمواطن الراحة، ويعيد الثقة المفقودة بين الإدارة والمواطن. وعلى هذا الأساس قمنا باختيارنا كأنموذج لدراستنا أربعة ولايات من أصل 58 ولاية المتمثلة في كل من ولاية مستغانم النعامة سطيف الجزائر، وفقا لعينة بحث مكونة من مجموعة المواطنين المترددين على الإدارة المحلية لهاته الولايات. فتوصلنا إلى أن تطبيق نظام الإدارة الرقمية، يمثل الركيزة الجوهرية التي تعول عليها الدولة في إحداث التنمية الاقتصادية والاجتماعية وحتى السياسية، وهذا ما ينعكس على أسلوب الحكم عموما وعلى الإدارة المحلية، والآلية التي تحرك عجلة التنمية من خلال إدراج البرمجة المعلوماتية داخل نسق عمل الإداري وتعد هذه التحولات في أنماط هذه الأخيرة مسألة في غاية الأهمية وحتمية حضارية يفرضها الغزو التكنولوجي، وسببا يدفع بالجزائر إلى توسيع وتعميم نظام الإدارة الرقمية بالإدارة المحلية لتحقيق رضا المواطن، من خلال تحسين الخدمة العمومية المحلية وكذا من اجل توطيد علاقتها به وإشراكه في تسيير الشأن العام، وتقريبه منها وتسهيل حصوله على خدماتها والحد من الفساد بشتى صوره عاملا فعالا لتحقيق التنمية ويجعل الإدارة تستجيب لمتطلبات الشفافية والفعالية والنزاهة، والاستجابة للأفكار والتطلعات الجديدة وتحقيق ما يسمى بالإدارة المحلية المفتوحة الشفافة. Abstract: The rapid development that the world is witnessing has resulted in radical changes in all areas of life that directly affected the citizen and the local administration alike, the most striking and important aspect of which remains the technological revolution which gave rise to the use of new methods of management of local administration based on the technological dimension. The latter is a qualitative leap and a major change in the performance and work of traditional local administration. Through our study, we wanted to know the impact of the new methods adopted by Algeria in the process of functioning of the local administration on the satisfaction of the Algerian citizens through the application of the digital management system at the level of the communities. which constitutes a solution allowing to respond to the needs and demands expressed by the citizens, as well as the creation of an administrative apparatus capable of accommodating and understanding all the requirements and all the needs, while reducing expenses in order to 'ensure efficiency at a lower cost, thus offering the citizen comfort and restoring the lost trust between the latter and the administration. On this basis, we selected four provinces of 58, which are: Mostaganem, Naama, Setif and Algiers, as study models according to a study sample composed of groups of citizens attending the local administration of these provinces. We concluded that the application of the digital management system represents an essential pillar on which the State is based to ensure economic, social and even political development. This is reflected in the style of governance in general and more specifically in the local administration and the mechanism that activates the wheel of development through the inclusion of information programming in the administrative work system. These transformations in the patterns of the latter are a matter of great importance and a civilizational imperative imposed by the technological invasion, and a reason for Algeria to extend and popularize the digital management system in local administration to achieve citizen satisfaction by improving the local public service as well as to consolidate its relationship with him by involving him in the management of public affairs, bringing him closer to it and facilitating his access to its services, and reducing corruption in all its forms. This set of objectives is an effective factor in achieving development and ensuring that the administration meets the requirements of transparency, efficiency and integrity, responds to new ideas and aspirations, and achieves so-called open transparent local administration.
