عصرنة الإدارة الجبائية ودورها في تفعيل السياسة الجبائية

Abstract

المخلص تعالج هذه الأطروحة موضوع عصرنه الإدارة الجبائية، ودورها في تفعيل السياسة الجبائية في الجزائر خلال الفترة ) ،(2018-2006حيث أن الإدارة الجبائية تضطلع بمهام مهمة في مجال تطبيق السياسة الجبائية، كما أن الإدارة الجبائية الجزائرية في شكلها القديم عانت من عديد المعوقات الهيكلية أثرت بشكل مباشر على مستوى أدائها. يهدف برنامج العصرنة لنقل الإدارة الجبائية من إدارة تقليدية، إلى إدارة عصرية من خلال إعادة الهيكلة، وإدراج وسائل حديثة في التسيير، و كذا رسكلة الموارد البشر .ية ومن خلال هذه الدراسة سنحاول الوقوف على مدي فعالية السياسة الجبائية الجزائرية في ظل تطبيق هذا البرنامج من خلال مجموعة من المؤشرات المالية، والاقتصادية، والاجتماعية، وقد توصلنا إلى أن السياسة الجبائية في الجزائر خلال الفترة ) 2018-2006لا ( تزال قاصرة ومحدودة النتائج؛ الكلمات المفتاحية: سياسة جبائية، عصرنه؛ إدارة جبائية؛ تحصيل جبائي؛ غش جبائيAbstract: This thesis is about the modernization of fiscal administration and its role in activating fiscal policy in Algeria during the period 2006-2018, as the fiscal administration carries out important tasks to the fiscal policy implementation. In addition, The Algerian administration, in its old form, suffered from a number of structural constraints that directly affected its performance. The objective of this program is to convey fiscal administration from traditional to modern management through the restructuring and incorporation of new structures, as well as the incorporation of modern means of management and human resources. This study aimed at diagnosing the reality of fiscal policy in Algeria under the implementation of this program through a set of financial, economic and social indicators.
