آليات تنويع الإستثمارات العمومية في الجزائر وأثرها على التنمية الإقتصادية خلال الفترة (2010-2019)

Abstract

الملخص: تهدف هذه الدراسة إلى معرفة مدى تأثير تنويع الاستثمارات العمومية على التنمية الاقتصادية في الجزائر خلال الفترة ( ،)2202-2202في ظل البرامج التنموية التي انتهجتها الجزائر بهدف النهوض بالاقتصاد الوطني؛ واعتمدنا في هذه الدراسة على المنهج الوصفي التحليلي وهو أنسب المناهج لوصف وتشخيص آليات تنويع الاستثمارات وأثرها على التنمية الاقتصادية. ولتحقيق هدف الدراسة قسمنا البحث إلى أربعة فصول، تطرقنا في الجانب النظري إلى كل من الاستثمار والتنمية الاقتصادية، سياسات ومناخ الاستثمار، البرامج التنموية التي انتهجتها الجزائر، للوقوف في الأخير على الأثر الحقيقي لتنويع الاستثمارات على التنمية الاقتصادية في الجزائر. وقد توصلت الدراسة إلى أن هناك علاقة مباشرة بين الاستثمار العمومي والتنمية الاقتصادية، إذ يعتبر الاستثمار العمومي المحرك الأول لتحقيق النمو الاقتصادي، وبالتالي تحقيق التنمية الاقتصادية. وتحقيق النمو والتنمية الاقتصادية مرهون باتباع الج ازئر لسياسة واست ارتيجية استثمارية محكمة ورشيدة، تهدف إلى توفير البيئة المناسبة للمستثمرين، وتحد من العوائق التي تواجههم. الكلمات المفتاحية: استثمار عمومي - التنمية الاقتصادية - النمو الاقتصادي - البرامج التنمويةThis study aims to shed light on the impact of diversifying public investments on the overall economic development in Algeria during the period from 2010 to 2019. Our study is based on an analytical descriptive approach, which is the most appropriate method for describing and diagnosing the mechanisms of diversifying investments and their impact on economic development. In order to achieve the aim of the study, we divided the research into four chapters. In the theoretical aspect, we dealt with investment and economic development, investment policies and climate, development programs pursued by Algeria, to finally find out the real impact of diversifying investments on economic development in Algeria. The study concluded that there is a direct relationship between public investment and economic development, as public investment is the first engine for achieving economic growth, and thus achieving economic development. Achieving growth and economic development depends on Algeria following a solid and rational investment policy and strategy aimed at providing the appropriate environment for investors and reducing the obstacles they face. key words: Public investment - economic development - economic growth - development programs
