جباية شركات الإتصال ودورها في تمويل الخزينة العمومية

Abstract

الملخص تهدف هذه الأطروحة الى معرفة دور جباية شركات الاتصال ومدى مساهمتها في تمويل الخزينة العمومية في الجزائر خلال الفترة ) 2013 - 2022 (، ل لإجابة على الإشكالية المطروحة حاولنا الإلمام بمختلف ا لجوانب ا لنظرية ا لمرتبطة بشركات الاتصال ، كما ركزنا على الإصلاحات الجبائية وعلاقتها بشركات الاتصال والتعرف على الضرائب المستحقة ، بحيث إعتم دنا على المنهج الوصفي في الجانب النظري أما في الجانب التطبيقي ركزنا على المنهج التحليلي لتوضيح دور جباية شركات الاتصال في الخزينة العمومية، من خلال اللجوء الى الملاحظة والمسح الوثائقي للتصاريح الشركات على مستوى مديرية كبريات المؤسسات، وإستخدام البيانات الإ حصائية وتبويبها بهدف توضيح الموارد الجبائية وأنواعها ونسب مساهمتها، وقد خلصت الدراسة إلى أن مشتركي شركات الاتصال في تزايد مستمر بسبب المنافسة بحيث وصلت الى 54 ، 59 مليون مشترك في نهاية 2022 ، مما ساهم في تحقيق إيرادات بقيمة 447،95 مليار دج، كما توصلنا بأن حصيلة TVA بمبلغ قدره 56 ، 40 مليار دج و IBS في حدود 23 ، 03 مليار دج وهم من أهم الموارد الجبائية المحصلة، وأظهرت النتائج بأن شركات الهاتف النقال تملك أكبر مساهمة تفوق 70 % مقارنة بشركات الهاتف الثابت، لكن تبقى هذه النسبة منخفضة لم تتجاوز 3،20 % في الجباية العادية وختاما قدمنا جملة من التوصيات لتعبئة المزيد من الإيرادات الجبائية للخزينة العمومية. الكلمات المفتاحية: جباية، شركات الاتصال، الخزينة العموميةAbstract: This thesis aims to know the role of the collectors and the extent of their contribution to the financing of the public treasury in Algeria during the period (2013-2022)، to answer the problem we tried to learn about the various theoretical aspects associated with the communication companies، We also focused on fiscal reforms and their relationship with telecom companies and identification of taxes due We have focused on the analytical approach to clarify the role of collectors in the public treasury، Through the use of observation and documentary survey of corporate permits at the level of the Directorate of Major Enterprises and the use and disaggregation of statistical data with a view to clarifying fiscal resources، types and contribution ratios; The study concluded that the subscribers of telecommunications companies are constantly increasing due to competition reaching 54، 59 million subscribers at the end of 2022، contributing to revenue of 447، 95 billion DZD، as we have found، the TVA tally is 56، 40 billion DZD and IBS are within 23.03 billion DZD and are among the most important fiscal resources generated. The results showed that mobile phone companies have the largest contribution above 70% compared to fixed phone companies، but this percentage remains low and has not exceeded 3. 20% in normal levy and finally we made a number of recommendations to mobilize more fiscal revenue for the public treasury.
