Abstract

Summary: The following study highlights the importance of sustainable management of hazardous waste, since it has a range of serious dangerous properties, such us toxicity and ignition, which makes it affect the environment and human health negatively. The international jurisprudence did not settle on one specific classification for it because of the variety of its sources and the differences of itsphysical nature as well as its effect on human health. For this reason, the principle of sustainable management, as a framework for transporting and managing hazardous wastes, must be upholded to reach and get its environmental, social, economic and technological dimensions. Given that the transportation of hazardous wastes between countries is an exceptionin accordance with a set of general obligations mentioned in the Basel Convention, and since Algeria acceded to the Convention, it became also concerned with regulating the movement of hazardous waste across borders. In addition, the sustainable trading of hazardous wastes requires effective and efficient management of various assembly, sorting, storage and transportation operations that comes before the final disposal through various physical, chemical, thermal and biological treatment methods. For this reason, international and regional organizations have made significant efforts in the sustainable management of hazardous wastes. These efforts clearly appear in its issued decisions and directions, especially the 'polluter pays' principle. As well as the conclusion of international and regional agreements, which came with a set of obligations to control the transportation and disposal of hazardous waste across borders. Similarly, the Algerian state made tremendous efforts in this regard for the purpose of ensuring a sustainable management of hazardous waste in accordance with legal texts, insuring that the producers of hazardous waste respect the principles and obligations that came with them. However, in reality this will not be achieved unless there is a clear national policy that is illustrated through the role played by the central and local administration, in addition to the various associations and public institutions. This happens within the framework of the National Plan for the Management of Private Waste instructions. Nevertheless, despite all of these efforts, the sustainable management of hazardous waste in Algeria still faces many obstacles. Keywords: hazardous waste, sustainable development, sustainable management, transportation and trading.
