التسيير البيئي المدمج للنشاط الصناعي في إطار التنمية المستدامة

Abstract

تعد إشكالية التوفيق بين التنمية الاقتصادية ومتطلباتها وبين حماية البيئة ومقتضياتها، إحدى أهم تحديات الحكومات التي اقتنعت بحتمية تبني التنمية المستدامة" بديلا عن النموذج التنموي التقليدي الضار بالبيئة، والذي أضحى يهدد وجود البشرية على كوكب الأرض لاسيما بعد تفاقم ظاهرة التغيرات المناخية التي يتسبب فيها أساسا النشاط البشري وبالأخص النشاط الصناعي. ولتحقيق للتنمية المستدامة في المجال الصناعي تبنت الحكومات أهداف الألفية الإنمائية التي تتضمن أهدافا بيئية ترتبط أساسا بالضبط البيئي للنشاط الصناعي في إطار المقاييس والمعايير البيئية المتفق عليها دوليا. وفي هذا الإطار، فقد من المشرع الجزائري مجموعة من الآليات القانونية والتنظيمية والمؤسسية والمالية لتأطير النشاط الصناعي في إطار ضوابط التنمية المستدامة، وذلك من خلال إدماج البعد البيئي في السياسات العمومية الحكومية، وإدماجه في نظام الإدارة البيئية للمنشآت الصناعية. تهدف هذه الدراسة إلى تقييم كفاية تلك الآليات في تكريس الإدارة البيئية المتكاملة على المستوى الحكومي وعلى مستوى المنشآت الصناعية بما يضمن التسيير البيئي المدمج للنشاط الصناعي في إطار التنمية المستدامة Integrated environmental management of industrial activity within the framework of sustainable development The problem of reconciling economic development and its requirements with environmental protection and its requirements is one of the most important challenges for governments that are convinced of the inevitability of adopting "sustainable development" as an alternative to the traditional development model that is harmful to the environment, which threatens the existence of humanity on the planet, especially after the exacerbation of the climate change phenomenon that is mainly caused by it. In this context, the Algerian legislator has enacted a set of legal, regulatory, institutional and financial mechanisms to frame industrial activity within the framework of sustainable development controls, by integrating the environmental dimension into government public policies, and integrating it into the environmental management system for industrial facilities. This study aims to assess the adequacy of these mechanisms in devoting integrated environmental management at the governmental level and at the level of industrial establishments, to ensure the integrated environmental management of industrial activity within the framework of sustainable development
