Abstract
ملخص:
معلوم أن سوء التنظيم العمراني في الجزائر جعلها تسعى إلى إعادة هيكلة إقليمها وفق سياسة حضرية جديدة تثبت مصداقيتها في مدى استجابتها للتحديات الراهنة، وتحقيق التوافق بين التنمية العمرانية وحماية البيئة، حيث تبنت الدولة سياسة المدينة الجديدة كنمط من أنماط التنظيم العمراني البديل، الذي يهدف إلى تهيئة المجال الوطني تهيئة فعلية توظف مبادئ التنمية المستدامة في المخططات العمرانية، وذلك من أجل خلق توازن وظيفي ما بين التعمير والبيئة، في سبيل حماية الفضاءات الحساسة وقلب اتجاه التعمير وتوجيهه نحو المناطق الداخلية استنادا إلى الأحكام التشريعية المماثلة في إطار السياسة الوطنية لتهيئة الإقليم وتنميته المستدامة.
اعتبر المشرع المدن الجديدة مشروعا ذا منفعة وطنية يتطلب إنجازه مدة طويلة من الزمن لا تقل عن 20 عاماً، لأنها تندرج ضمن المشاريع الاستراتيجية الكبرى في الدولة، والتي تستدعي التخطيط والتنسيق بين مختلف الهيئات الإدارية والسلطات المحلية التي يناط بها تنفيذ وتوجيه عمليات البناء بما يتوافق والتحولات الجديدة، تناسباً مع سياسة المدينة المندرجة ضمن مشروع "الجزائر غدا" الذي يرمي لإنشاء 17 مدينة جديدة موزعة بين الهضاب العليا والجنوب، ذلك أن مستقبل الجزائر مرهون بتعمير متحكم فيه يوجه بكل عقلانية نحو توزيع المدن على مستوى الإقليم الوطني والجهوي، كبيئة حضرية مستحدثة أكثر فعالية تسهم في ترقية وتنمية المجال العمراني.
Abstract:
It is known that the poor urban organization in Algeria has made it seek to restructure its territory based on a new urban policy that would prove its credibility as far as its response to the current challenges as well as the achievement of commpatibility between urban development and environmental protection are concerned. Thus, the state has adopted a new city policy as a pattern of an alternative urban planning, which aims to create an effective national space that employs the principles of sustainable development in urban plans, this is to create a functional balance between the urbanization and the environment, in order to protect sensitive and private spaces, and reverse the urbanization trend and direct it towards the interior regions of the territory, based on similar legislative provisions within the framework of the national policy for preparing the territory and its sustainable development.
The legislator has considered the new cities as a project of a national interest that requires a long span of time, not less than 20 years to be completed, as they fall within the major strategic projects in the country, which require planning and coordination between the various administrative bodies and local authorities that are entrusted with implementing and directing the construction operations in accordance with the new transformations; in line with the city's policy, that is part of the "Algeria Tomorrow "project, which aims to establish 17 new cities distributed between the high plateaus and the south. That is because the future of Algeria depends on a controlled reconstruction which is rationally directed towards the distribution of cities at both, the national and regional levels, as a more effective urban environment that contributes to the promotion and development of the urban field.
