دور ترقية القطاع الصناعي في تحقيق الإقلاع الإقتصادي في الحزائر

Abstract

الملخص ترتبط ترقية القطاع الصناعي بتعزيز الأساس التكنولوجي للصناعات والتحول إلى الإنتاج المتطور عالي القيمة وكثيف المعرفة والقائم على الابتكار، ودعم الصناعات الناشئة والاستراتيجية وتحسين كفاءة وفعالية الهيكل الصناعي، وهي السبيل الذي نجحت من خلاله العديد من الدول في تحقيق الإقلاع والنهوض بحالة الاقتصاد من الركود الى الرخاء ونقله من التخلف الى التنمية والتطور، وتهدف الدراسة الى استخلاص عوامل نجاح بعض الدول الصناعية الناشئة وهي تايوان، كوريا الجنوبية وتركيا للاستفادة منها في تلمس معالم نموذج الترقية الصناعية الملائم للإقلاع بالاقتصاد الج ازئري، واعتمدت الدراسة على المنهج الوصفي التحليلي اثناء التطرق لمختلف النظريات والمفاهيم المتعلقة بالترقية الصناعية والاقلاع الاقتصادي بالإضافة الى تحليل تطور الصناعة في الدول المدروسة وأهم الاستراتيجيات الصناعية المطبقة فيها، وأسفر تتبع أهم مؤشرات تطور آداء القطاع الصناعي في الجزائر ومدى مساهمته في خلق القيمة المضافة داخل الاقتصاد الوطني، عن بعض النتائج الايجابية المحققة خاصة في الصناعات الالكترونية والكهرومنزلية وصناعة السيارات التي شهدت نموا متسارعا مؤخرا، كما أن مجهودات تطوير الصناعة الصيدلانية وصناعة المواد الغذائية ومواد البناء قد قطعت أشواطا كبيرة، ورغم ذلك تبقى ارقام مساهمة القطاع في الاقتصاد جد ضعيفة وتوضح جليا الوضعية الصعبة التي يعيشها هذا الأخير حيث لايزال يعاني من العديد من المشاكل كضعف مناخ الاستثمار الذي يحتل مراتب عالمية متأخرة جدا والتغير المستمر في القوانين والتشريعات اضافة الى تخلف الانظمة التعليمية والتدريبية والانظمة المالية وغيرها. وأظهرت النتائج أن أهم العوامل التي ساهمت في نجاح الدول الصناعية الناشئة هي تطوير البنية التحتية ورفع مستوى المها ارت والقد ارت البشرية والاهتمام أكثر بجذب الاستثمار الأجنبي المباشر وتوفير البيئة المالية والمؤسساتية والتكنولوجية المتطورة والداعمة ومواكبة التقنيات الصناعية المعاصرة، وبناءا على ذلك تم اقتراح استراتيجية لترقية القطاع الصناعي تتلاءم ملامح هذه الاستراتيجية مع خلفية وواقع الصناعة الجزائرية، وتهدف إلى تطوير الصناعات ذات الأولوية في الجزائر من خلال تشجيع الابتكار وتطوير القدرات التكنولوجية للصناعات الجزائرية، لتحقيق أهداف الإقلاع الاقتصادي ودفع عجلة التنمية في البلاد. الكلمات المفتاحية: الإقلاع الاقتصادي، القطاع الصناعي، الترقية الصناعية، استراتيجية صناعية، الاقتصادات الصناعية الناشئةAbstract The process of the industrial sector upgrade is associated with the improvement of technological progress, shifting to advance knowledge-intensive and innovation based production, strengthening the technological foundation of industries, achieving reasonable conversion of the leading industries, supporting the emerging strategic industries, and improving efficiency and effectiveness of the industrial structure as a resource converter. It is the way through which many countries have succeeded in achieving take-off and advancing the state of the economy from stagnation to prosperity and development. The study aims to extract the success factors of the emerging industrial countries by studying the experiences of Taiwan, South Korea and Turkey in order to benefit them in forming the appropriate industrial upgrade model to achieve the economic takeoff in Algeria. An analytical descriptive approach has been relied upon by presenting various theories and concepts related to the industrial upgrading and economic take-off, analyzing the development of industry in the studied countries and the most important industrial strategies that they applied. By analyzing the development of industrial sector performance indicators in Algeria, and the added value of the sector in the economy, the results showed some developments in high-potential industries, including household goods and electronics, automotive, building materials, food and pharmaceuticals industries which have witnessed rapid growth recently. However, the sector’s contribution to the economy remains very low and reflects the issues and difficulties facing it, such as the weakness of investment climate, instability of laws and legislations, the backwardness of educational, training and financial systems…etc. The results also showed that the most important factors that contributed to the success of the emerging industrial countries are infrastructure development, upgrading skills and human capabilities, attracting foreign direct investment, providing an advanced supportive financial institutional and technological environment, and keeping pace with contemporary industrial technologies. Therefore, the study come up with a proposal for an industrial upgrade strategy, aims to develop priority industries in Algeria by encouraging innovation and developing technological capabilities, in order to achieve the economic take-off and accelerate development in the country.
