أثر الإنفاق العمومي على التنمية الإقتصادية

Abstract

الملخص:

تهدف هذه الدراسة إلى البحث في مدى تأثير الإنفاق العمومي على التنمية الاقتصادية من خلال اعتماد المنهج الوصفي التحليلي، وذلك بتحديد الفترة من 2000 إلى غاية 2020، أما حدود الدراسة المكانية فقد أسقطت على دولة الجزائر. تضمن هيكل دراستنا أربعة فصول، تطرقت إلى التأصيل النظري للمستقل وتابع الدراسة والكشف عن العلاقة بينهما، إضافة إلى الوقوف على الأثر الحقيقي للإنفاق العمومي على التنمية الاقتصادية في الجزائر، والذي قادنا إلى مجموعة من النتائج أهمها: الأثر الكبير الذي تركه الإنفاق العمومي على التنمية في الجزائر، إضافة إلى دور البرامج الإنمائية التي تبنتها في تحسين ظروف حياة المواطنين، والتأثر الكبير للإنفاق العمومي بتقلبات أسعار البترول مما يدل بوضوح على تبعية الاقتصاد الوطني للعالم الخارجي، دون أن ننكر التطور الهام في حجم الإنفاق الذي عرفته الجزائر منذ بداية الفترة حتى نهايتها. وهذا كله يدفعنا إلى تبني مجموعة من وجهات النظر في صورة اقتراحات أهمها: لابد من ترشيد النفقات في الجزائر وإعادة هيكلتها وزيادة الرقابة على الإنفاق والتسيير في المؤسسات والهيئات العمومية، مع الاعتماد على الإنفاق المنتج في القطاعات الاقتصادية التي نملك فيها التنافسية من أجل التخلص من التبعية لبرميل البترول.

إنفاق عمومي - تنمية اقتصادية - نمو اقتصادي - برنامج إنمائية.Abstract : The aim of this study is to investigate the impact of public expenditures on economic development, through adopting of the analytical descriptive method in the period limited from 2001 to 2017, and in spatial limited on Algeria. The structure of our study consisted of four chapters that focused on the theoretical rooting of the dependent, independent variables and their relationship. In addition, it also examined the real impact of public expenditures on economic development in Algeria, as well as the role of developmental programs in improving the living conditions of citizens, and the its affection with the fluctuations of oil prices, which clearly shows the dependence of the national economy on the outside world, without denying the significant development in the volume of expenditure that Algeria has known since the beginning of the period until its end. All this leads us to adopt a set of views in the form of proposals, including; the necessity of the rationalization of expenditures in Algeria and restructuring and increased control over spending and governance in public institutions, with the consistence on the productive spending in the economic sectors where we have competitiveness in order to get rid of the dependency of the oil barrel.
