Abstract

ملخص:

نظراً للأهمية الكبرى للقطاع الخاص في تعزيز الاقتصاد الوطني وجعله أكثر تنافسية، كان من الضروري مكافحة ظاهرة السوق الموازي، والتي تعيق التنمية الاقتصادية وتحد من زيادة معدلات النمو الاقتصادي للاقتصاد الوطني.

على الصعيد الوطني، نجد أن موضوع القدرة التنافسية للقطاع الخاص من أبرز المواضيع التي تزايد الاهتمام بها من خلال مجموعة من آليات الدعم، وتعزيز مكانته في ظل التغيّرات التي يشهدها الاقتصاد الجزائري، أهمها انهيار أسعار البترول، خصوصاً وأنها تعتمد على منتج واحد للتصدير، حيث تسعى جاهدة لإيجاد مصادر أخرى لدعم الاقتصاد الوطني. وتمثل الإصلاحات الجبائية إحدى السياسات المالية المتبعة من طرف الجزائر كأسلوب يمكن من خلاله الحد من سيطرة السوق الموازي، باعتبارها استراتيجية لتحسين القدرة التنافسية للقطاع الخاص على المستوى المحلي والدولي، من أجل خدمة التنمية الاقتصادية للجزائر. فارتأينا طرح الإشكالية الرئيسية التي تدور حول الكيفية التي يمكن للجباية من تحسين القدرة التنافسية للقطاع الخاص في الجزائر رغم تنامي ظاهرة السوق الموازي، معتمدين بذلك على المنهج الوصفي التحليلي، وهذا بغية إبراز الدور الاستراتيجي للجباية من أجل تحسين القدرة التنافسية للقطاع الخاص في الجزائر، وكذا طرح لأهم الإجراءات الجبائية من أجل التقليل من تنامي السوق الموازي.

ومن النتائج المستخلصة، نجد أن القطاع الخاص بدأ يسترجع مكانته في الاقتصاد الوطني، من خلال القوانين التشريعية التي سُنّت لدعمه وإبراز مكانه، دون أن ننسى السياسة الجبائية المتبعة لتحقيق هذا الهدف. فقد اتخذت الجزائر عدة إجراءات منها ما هو تحفيزي للمؤسسات التي تعمل في الإطار القانوني، وأخرى ردعية اعتمدت للحد من عرقلة المؤسسات الناشطة في السوق الموازي.

At the national level, the issue of competitiveness of the private sector is one of the most prominent topics that has increased interest through a range of support mechanisms, and strengthening its position in light of the changes taking place in the Algerian economy, the most important of which is the collapse of oil prise, especially since it depends on one product for export, where it strives to find other sources to support the national economy, and tax reforms represent one of the financial policies pursued by Algeria as a way to limit the control of the parallel market, as a strategy to enhance the competitiveness of the private sector at the local and international level in order to serve the economic development of Algeria, We have followed the main problem that revolves around how to improve the competitiveness of the private sector in Algeria, despite the growing the phenomenon of parallel market, dependent on the analytical descriptive approach and this in order to highlight the strategic role of taxation to improve the competitiveness of the private sector in Algeria and This is such as the most important physical procedures to underestimate the growing parallel market. From the conclusions, the private sector has begun to recover its position in the national economy, through legislative laws that have been supported and highlighted, without forgetting the tax policy of achieving this goal. Algeria has taken several actions, which are motivated by institutions operating in the framework Legal and other reports adopted to reduce obstruction of institutions active in the parallel market.
