أثر الهبة الديموغرافية على النمو الإقتصادي في الجزائر للفترة 1985-2018

dc.description.abstractيهدف هذا البحث إلى دراسة الهبة الديموغرافية وأثرها على النمو الاقتصادي في الجزائر خلال الفترة (1985- 2018 من خلال تحليل التركيبة العمرية للسكان والتي تعني الزيادة في عدد السكان في سن العمل (59-15 سنة) مقابل تراجع صغار السن أقل من 15 سنة) وكبار السن (60) سنة فأكثر). أولا، استهدفت الدراسة تحديد فترة تواجد الجزائر في مرحلة الهبة الديموغرافية، وبالاعتماد على المقاربة التي أقرتها الأمم المتحدة توصلنا إلى نتيجة مفادها أن الجزائر دخلت فعليا مرحلة الهبة الديموغرافية في عام 2005 كما هدفت الدراسة إلى محاولة قياس أثر الهبة الديموغرافية على النمو الاقتصادي في الجزائر بتطبيق نموذج الانحدار الذاتي لفترات الإبطاء الموزعة ARDL، وتحديد مصادر التغيير في الناتج المحلي الإجمالي للجزائر باستعمال طريقة التفكك. و خلصت نتائج الدراسة إلى وجود تأثير سلبي للهبة الديموغرافية وإلى التأثير الإيجابي لمعدل البطالة على معدل نمو نصيب الفرد من الناتج المحلي الإجمالي وبالتالي على معدل النمو الاقتصادي على المدى الطويل. أما فيما يخص تحديد مصادر التغيير في الناتج المحلي الإجمالي للجزائر، ساهم التركيب العمري في نمو نصيب الفرد من الناتج المحلي الإجمالي بنسبة %12، في حين على الرغم من أن معدل العمالة كان العامل الأكثر مساهمة في نمو الناتج المحلي الإجمالي للفرد بنسبة %81، إلا أن مساهمة إنتاجية العاملين في نمو نصيب الفرد من الناتج المحلي الإجمالي كانت ضعيفة بنسبة 7% مما يشير إلى ضرورة وضع سياسات اقتصادية واجتماعية لتحسين كفاءة العاملين من خلال التعليم والتدريب والتمكين والاستثمار في التكنولوجيا ،وأخيرا توصلت الدراسة إلى أن الجزائر لم تستغل هذه الهبة الديموغرافية بالشكل المطلوب، رغم أنها تمتلك قوة بشرية هائلة تمثل فرصة تنموية جيدة للبلاد The purpose of this study is to examine the demographic dividend and its impact on economic growth in Algeria from 1985 to 2018 by analyzing the age structure of the population. Specifically, it focuses on the rise in the population of working age (15-59 years) compared to the decline in the populations of young people (under 15 years) and older persons (60 years and over). First, this study aims to determine when Algeria experienced the demographic dividend phase. Based on the approach endorsed by the United Nations, it was concluded that Algeria effectively entered this phase in 2005. The research also seeks to measure the impact of the demographic dividend on economic growth in Algeria by applying the ARDL (Auto- Regressive Distributed Lag) model and identifying sources of change in Algeria's GDP through the decomposition method. The findings indicate that the demographic dividend has a negative impact, while the unemployment rate positively affects the growth of per capita GDP and, consequently, the long-term economic growth rate. Regarding the causes of change in Algeria's gross domestic product (GDP), the age structure contributed 12% to GDP per capita growth, while the employment rate was the most significant element, contributing 81% to this growth. In contrast, the contribution of workers' productivity to per capita GDP growth was only 7%, highlighting the need for economic and social policies aimed at improving workers' efficiency through education, training, empowerment, and investment in technology. Ultimately, the study conclude that Algeria has not fully utilized its demographic dividend, despite possessing a large workforce that represents a significant development opportunity for the country.
