إنعكاسات تطبيق آليات الترشيد على النفقات العامة في الجزائر خلال الفترة 2001-2019

Abstract

ملخص هدفت هذه الد ا رسة الى التعرف على تأثير آليات الترشيد على النفقات العامة في الج ا زئر في ظل السعي نحو ترشيد النفقات العامة نتيجة ت ا رجع الموارد المالية بسبب انخفاض أسعار النفط على مستوى الأسواق العالمية باعتبار النفط المورد الرئيسي لتمويل الموازنة العامة للدولة في الج ا زئر وذلك من خلال استع ا رض أهم التجارب المغاربية لتحقيق التخصيص الأمثل للموارد من خلال الاعتماد على تحديث الموازنة العامة كآلية لترشيد النفقات العامة، وتتبع تطور النفقات العامة في الج ا زئر بشقيها الجاري والاستثماري خلال الفترة ) 2001 - 2019 ( ، والاشارة الى الب ا رمج التنموية التي تبنتها الج ا زئر منذ مطلع الألفية الثالثة، وكذا مختلف التدابير التي تم تطبيقها في الج ا زئر للحد من التبذير وعقلنة النفقات العامة في ظل ت ا رجع الموارد المالية ، وتحليل انعكاسات آليات الترشيد على النفقات العامة في اطار الحفاظ على المال العام وضمان حسن استغلاله. وقد تم الاعتماد في هذه الد ا رسة على الاستبيان من خلال توزيع الاستبيانات على عينة الد ا رسة وتم بعد ذلك المعالجة الإحصائية للد ا رسة الميدانية واختبار صدق وثبات الاستبيان وصولا لتحليل مختلف النتائج ثم اختبار صدق الفرضيات. وخلصت الد ا رسة الى أن النفقات العامة الإجمالية منذ بداية الألفية الثالثة قد ت ا زيدت بشكل يفوق ت ا زيد الإي ا ردات العامة وهو ما أدى بدوره الى عجز الموازنة العامة للدولة، كما أن تطبيق آليات الترشيد كان له تأثير إيجابي على النفقات العامة في ظل السعي نحو حسن استغلال المال العام. الكلمات المفتاحية: نفقات العامة، آليات ترشيد، رقابة مالية، حكم ا رشد، الاقتصاد الج ا زئري . قائمةAbstract This study aimed to identify the impact of rationalization mechanisms on public expenditures in Algeria in light of the pursuit of rationalization of public expenditures as a result of the decline in financial resources due to the decline in oil prices on the global market level, considering oil is the main resource for financing the state budget in Algeria. This is done by reviewing the most important Maghreb experiences to achieve optimal allocation of resources by relying on modernizing the general budget as a mechanism to rationalize public expenditures, It tracks the development of public expenditures in Algeria, both current and investment, during the period (2001-2019) , Referring to the development programs that Algeria has adopted since the beginning of the third millennium, as well as the various measures that have been applied in Algeria to reduce waste and rationalize public expenditures in light of the decline in financial resources. And analyze the implications of rationalization mechanisms on public expenditures within the framework of preserving public money and ensuring its proper utilization. In this study, reliance was placed on the questionnaire by distributing questionnaires to the study sample, after which statistical treatment was carried out for the field study, testing the validity and stability of the questionnaire in order to analyze the various results, and then testing the validity of the hypotheses. The study concluded that total public expenditures since the beginning of the third millennium have increased more than the increase in public revenues, which in turn led to a deficit in the state’s general budget. The application of mechanisms Rationalization has had a positive impact on public expenditures in light of the effort to make good use of public money. .
