ترشيد إستغلال أموال الأوقاف والزكاة: نحو نظام للمشاركة بين مؤسسة الوقف والزكاة

تعالج هذه المذكرة موضوع ترشيد استغلال أموال الأوقاف والزكاة، بطرح نموذج للمشاركة بين مؤسستيهما مع إمكانية تطبيقه في الجزائر، لتحقيق الأبعاد الاقتصادية والاجتماعية.

ومن النتائج المتوصل إليها، أن للأوقاف والزكاة أبعاداً اقتصادية تتجلى في تأثيرهما على بعض العوامل الاقتصادية منها الاستهلاك، الاستثمار والادخار، بالإضافة لدورها في ضبط التضخم وعلاج الكساد. ولتحقيق هذا في الواقع، يمكن تطبيق نموذج للمشاركة بين مؤسسة الأوقاف والزكاة شريطة احترام خصوصية كل منهما. أما بالجزائر، نجد أن وضع الأوقاف والزكاة يسمح بتطبيق النموذج بالانتقال من الاستثمار المستقل إلى الاستثمار المشترك بينهما.

And the results obtained shows that Awqaf and Zakat affect the economic factors (consumption, savings, investment) in addition to its role in adjusting inflation and treating depression, In order to achieve that, we can apply a model for the union between the Awqaf and Zakat Foundation, in condition of respecting the features of each one of them, in Algeria we find that the situation of Awqaf and Zakat allows to apply the model by moving from independent investment info the joint investment between them. .Keywords: Islamic Economics, Investment, Waqaf, Zakat,
