واقع وآفاق الإستثمار في الطاقات المتجددة في ظل تحقيق تنمية مستدامة

Abstract

الملخص تهدف دراستنا إلى التعرف على واقع وآفاق الإستثمار في الطاقات المتجددة في الجزائر في ظل تحقيق تنمية مستدامة، من خلال توضيح العلاقة التفاعلية بين الطاقات المتجددة والتنمية المستدامة ودراسة واقع الإستثمار في الطاقات المتجددة في مزيج الطاقة في الجزائر وفي العالم وآفاق الإستثمار فيها، لمعرفة مدى مساهمتها في مزيج الطاقة مقارنة بالطاقة التقليدية، وكذا دراسة أهم التدابير والإجراءات التي اتخذتها الحكومة الجزائرية لتطوير وترقية الإستثمار في الطاقات المتجددة ومدى مساهمتها في تعزيز أبعاد التنمية المستدامة في ظل تحقيق تنمية مستدامة. وقد خلصت دراستنا إلى أن مساهمة الطاقات المتجددة في مزيج الطاقة في الجزائر تعد هامشية، الأمر الذي سينعكس على محدودية دورها في تحقيق التنمية المستدامة، وعليه فإن خيار العمل على استغلال مصادر الطاقة المتجددة المتاحة، قد يؤدي إلى تحقيق الأهداف الوطنية المتوخاة منه في تأمين وتنويع مصادر الطاقة مستقبلا، وخلق رافد قوي لمصادر الطاقة التقليدية (بترول- غاز طبيعي،) غير أن ذلك يبقى مرهونا إلا إذا وفرت الحكومة الجزائرية ومع ضرورة وجود إرادة سياسية حقيقية مناخا مناسبا للإستثمار في الطاقات المتجددة، يمكنها من الوصول إلى تحقيق تغيرات جذرية على مزيج الطاقة، وتكون فيه الطاقات المتجددة مكملا قويا لمصادر الطاقة التقليدية، بما يسمح لها أن توفر بيئة نظيفة وأكثر أماننا وأكثر كفاءة اقتصاديا واجتماعيا وبيئيا، وهكذا يمكنها أن تكون مساهمتها فعالة في تحقيق تنمية مستدامة. وقد أوصت دراستنا بضرورة وضع خطط وبرامج تتماشى مع المعطيات الحقيقية للواقع الإقتصادي الجزائري لتحقيق تنويع اقتصادي والخروج من التبعية للمحروقات والإرتهان لها، الأمر الذي يخفف الضغط على قطاع الطاقة ويساعد على تحقيق إدماج تدريحي للطاقات المتجددة ضمن مزيج الطاقة. الكلمات المفتاحية: تنمية مستدامة، طاقات تقليدية، طاقات متجددةAbstract: Our study aims to identify the reality and prospects of investing in renewable energies in Algeria in light of achieving sustainable development by clarifying the interactive relationship between renewable energies and sustainable development, and the study of the reality of investment in renewable energies in the energy mix in Algeria and in the world and the prospects for investment in it, to find out the extent of its contribution to the energy mix compared to conventional energy, as well as studying the most important measures taken by the Algerian government to develop and promote investment in renewable energies and its contribution to enhancing the dimensions of sustainable development in light of achieving sustainable development. Our study concluded that the contribution of renewable energies to the energy mix in Algeria is marginal, which will be reflected in its limited role in achieving sustainable development, therefore, the choice of working to exploit the available renewable energy sources may lead to achieving the national goals envisaged by it in securing and diversifying energy sources in the future, and creating a strong tributary for traditional energy sources (petroleum - natural gas). However, this remains dependent on the Algerian government and with the necessity of a real political will to provide a suitable climate for investment in renewable energies, enabling it to achieve radical changes in the energy mix, in which the renewable energy is a strong complement to traditional energy sources, allowing it to provide a cleaner, safer and more efficient environment economically, socially and environmentally, and thus it can be an effective contribution to achieving sustainable development. Our study recommended the necessity of developing plans and programs in line with the real facts of the Algerian economic reality, to achieve economic diversification and get out of dependence on and dependence on hydrocarbons. This relieves pressure on the energy sector and helps to achieve a gradual integration of renewable energies into the energy mix.
