Abstract

الكلمات المفتاحية: الزكاة، الأوقاف، استثمار الأوقاف، التنمية الاقتصادية، أثر الزكاة والأوقاف على المتغيرات الاقتصادية، العامل البشري.abstract There are several basic principles of the Islamic economic system such as prohibition of interest, risk sharing, prohibition of speculative behavior such as gambling, and the preservation of property rights. However, this study mainly focuses on two examples from the Islamic economic system, namely, Zakat and Waqf. Zakat, the compulsory form of charity in Islam, refers to the obligation that an individual should donate a certain proportion of wealth each year to charitable causes. Waqf, the voluntary form of charity, is an inalienable charitable endowment under Islamic law, which typically involves donating a building, plot of land or other assets for Muslim religious or charitable purposes with no intention of reclaiming the assets. Zakat and Waqf are not viewed solely from the perspective of religion as a form of religious rite but more than that, it plays an important role socially and economically in ensuring justice and economic welfare of the society as a whole. Hence, the objective of this study is to highlight the impact of Zakat and Endowments institutions on the economic development which is the chief goal of every government. To achieve this, some relevant economic and social indicators have been used such as the Gross Domestic Product (GDP) index to find out the impact of Zakat and Waqf resources on economic variables. The index of poverty, education and health has been used as well to assess their impacts on the human factor and its development. The theoretical part of the thesis has shown that zakat and endowments as two financial mechanisms could have a great impact on macroeconomic variables. They help energize the economic cycle as a whole; by raising consumption level which in turn lead to increase the incomes, boost investments, and assist the associated changes in the economic cycle. Furthermore, Zakat and Waqf institutions could have a vital impact on the human factor, to explain more, they could assist in alleviating the phenomenon of poverty through the redistribution of incomes and wealth, and push the wheel of human development through using the waqf and Zakat funds in enhancing the services and facilities of education and health sectors. The practical part of the study scrutinizes the experiences of the Kingdom of Saudi Arabia and the Republic of Sudan. The result has shown that the contribution of Zakat and Waqf institutions in the economic development in the two countries is still far from the desired level. The reason behind the limited role is not in the Zakat and Endowments themselves, but because of the lack of experience, restrictions on collecting and distribution of Zakat, and the potential of misuse and misappropriation of Zakat and Waqf revenues. The economic and societal benefits of Zakat and Waqf cannot be achieved unless we manage them properly and efficiently. Zakat institutions needs to improve its methods of collections and to be more wiser in spending and distributing the funds. Waqf requires accurate inventory and reconsideration of investments and methods, therefore, the Islamic countries will reach their desired goal from using zakat and charity institutions.
