إصلاح علاقة الإدارة بالمواطن في ظل تحسين الخدمة العمومية في الجزائر

Abstract

باستقراء الواقع الجزائري خاصة بعد الاستقلال، فقد سيطر الطابع البيروقراطي عليها مما جعل المواطن ينفر وينفصل عن الادارة، واعتبرها في الكثير من المرات أنها إدارة بيروقراطية قائمة على الفساد بمختلف صوره، وهو ما أدى إلى ظهور فضائح الفساد المتعلقة أساسا بالقطاعات العمومية الحساسة، وذات الأولوية في الدولة وفقدت الإدارة مصداقيتها في تقديم الخدمات العمومية للمواطن، فكانت ظروف وحتميات محيطة بالوضع في الجزائر نتج عنها تذبذب في علاقات الإدارة بالمواطن وهو نتاج أساسي وحتمي عن تسيس الإدارة في حد ذاتها وارتباطها بالحزب الواحد، زيادة على تأثير الايديولوجيات السياسية والاقتصادية المرتبطة أساسا بالنهج الاشتراكي، مما أدى الى هيمنة السياسة على الإدارة وتراجع مردود الخدمات العمومية المقدمة فأصبح إصلاح علاقة الإدارة بالمواطن أولى اهتمامات الدولة والمواطن على حد سواء، طبقا لما تفترضه الأدبيات العامة داخل الدولة، والتي تقوم غالبا على أسس النزاهة والشفافية والوضوح والعلانية في التسيير، بحيث تتجاوز بذلك الأساليب البيروقراطية الكلاسيكية في العلاقة بين الإدارة والمواطن، وطبقا لذلك يندمج المواطن تدريجيا مع تسيير المرافق العامة وما تقدمه من خدمات عمومية، وهو أساس تحقيق الكفاءة والاستجابة بين مختلف الأجهزة الحكومية، والتعبير الشامل بين مدى تحقيق الاتفاق الواسع بين ما يطلبه الجمهور وما تقوم به السلطات الحاكمة من أداء المهام الموكلة لها طبقا لما تستوعبه الأعمال الإدارية داخل الدولة وكذا ما تفترضه الخدمات العامة تحقيقا للصالح العام، وفي هذا وجب العمل على إصلاح هذه العلاقة حتى تنسجم وفقا للمصلحة العامة Extrapolating the Algerian reality, especially after independence, the bureaucratic character took control of it, which made the citizen alienate and separate from the administration, and many times considered it to be a bureaucratic administration based on corruption in its various forms, which led to the emergence of corruption scandals related mainly to sensitive public sectors, which have priority in The state and the administration lost its credibility in providing public services to the citizen. Circumstances and inevitabilities surrounding the situation in Algeria resulted in fluctuations in the administration's relations with the citizen, which is a basic and inevitable result of the politicization of the administration itself and its connection to one party, in addition to the influence of political and economic ideologies primarily linked to the socialist approach, which it led to the dominance of politics over administration and a decline in the retums of public services provided, so reforming the relationship of administration with citizens became the first concem of the state and the citizen alike, according to what is assumed by public literature within the state, which is often based on the foundations of integrity, transparency, clarity and openness in management, thus going beyond classical bureaucratic methods. In the relationship between the administration and the citizen, and accordingly the citizen gradually integrates with the management of public facilities and the public services they provide, which is the basis for achieving efficiency and responsiveness between the various government agencies, and a comprehensive expression of the extent to which broad agreement is achieved between what the public demands and what the goverming authorities perform in performing the tasks. It is entrusted to it according to what the administrative work within the state accommodates, as well as what public services assume in order to achieve the public interest. In this regard, we must work to reform this relationship so that it is consistent with the public interes
