السياسة الفلاحية في الجزائر ودورها في ترقية هيكل الصادرات خارج قطاع المحروقات

Abstract

تناولت الدراسة موضوع السياسة الفلاحية في الجزائر ودورها في ترقية هيكل الصادرات خارج قطاع المحروقات، وذلك من خلال محاولة إيجاد سياسة فلاحية ملائمة تتناسب والخصائص الديموغرافية والاقتصادية والاجتماعية للجزائر. وذلك بعد التأصيل النظر لمفاهيم أساسية المتمثلة بالسياسة الفلاحية، والتطرق لتجارب الرائدة في مجال الإصلاح الفلاحي، سيما تلك المتمثلة بسياسة تسيير العقار الفلاحي كونُه أحد أهم الركائز الأساسية التي تبتنى عليها فعالية السياسة الفلاحية. فضلاً عن تحليلة السياسات الفلاحية المتبعة في الجزائر منذ الاستقلال غاية سنة 2017م وآثارها على تطور مؤشرات التنمية الفلاحية.

وتناولنا من خلال دراستنا بأن القطاع الفلاحي في الجزائر يعاني من عدة مشاكل في مختلف فروع السياسة الفلاحية، بداية من سياسة تسيير الموارد الطبيعية سيما الأراضي الفلاحية ومياه السقي، مروراً بسياسة التمويل والدعم، وصولاً إلى السياسة التجارية والتسويقية. حيث حةت حدادة الرقابة المباشرة في تسيير الموارد فشلها في تحقيق الفلاحة والفلاحين، إذ خلصت الدراسة على ضرورة تسيير المدخلات الفلاحية لجزء خاضعة لقانون العرض والطلب، ومسألة التحكم فضلاً عن أردية التدخل في السوق، وهذا ما يضمن الفلاحة الاقتصادية. بالإضافة إلى ذلك خلصت الدراسة على ضرورة تفعيل دور السياسة التمويلية والتجارية في المساهمة في حماية المنتجات والإنتاج الفلاحي الوطني من جهة، ورفع درجة تنافسيته في السوق العالمية من جهة أخرى.

After the theoretical consolidation of the basic concepts related to agricultural policy and exposure to pioneering experiments in the field of agricultural reform, especially those related to the policy of running agricultural real estate as one of the most important pillars on which the effectiveness of agricultural policy is based. As well as the analysis of agricultural policies applied in Algeria since independence until 2017, and its impact on the development of indicators of agricultural development. In our study, we found that the agricultural sector in Algeria suffers from many problems in various branches of agricultural policy, from the policy of managing natural resources, especially agricultural lands and irrigation water, through the policy of financing and support, to the commercial and marketing policy. Efficiency and effectiveness. The study concluded that agricultural inputs should be priced to make them subject to the supply and demand law and thus controlled through intervention in the market, thus ensuring economic efficiency. In addition, the study concluded the necessity of activating the role of financing and trade policy in contributing to the protection of producers and national agricultural production on the one hand, and raising the degree of competitiveness in the global market on the other hand.
